Job summary

The Monitoring, Evaluation and Learning Officer will be responsible for monitoring and measuring the impact of programs and activities. The role includes communicating monitoring and evaluation information, developing monitoring tools, conducting data surveys, collecting, analyzing and interpreting data, managing structured data, coordinating and following up on field monitoring and evaluation activities, and preparing reports.

Duties and responsibilities

Management of monitoring and evaluation initiatives

The Monitoring, Evaluation and Learning Officer will be responsible for:

  • Implementing and reviewing work plans for monitoring and evaluation.
  • Developing and implementing monitoring and evaluation frameworks, systems, structures and procedures, including logical frameworks, project performance tracking, indicators, data flow charts and M&E manuals.
  • Conducting baseline surveys, evaluations and studies as designed in the program implementation framework for HiH EA (TZ).
  • Undertaking monitoring and evaluation activities and initiatives, including management of data quality, tracking progress of program activity implementation, impact and outcomes.
  • Developing and pre-testing monitoring and evaluation tools.
  • Building the capacity of staff in monitoring and evaluation.
  • Training enumerators on the use of tools and data collection before surveys.
  • Performing regular field visits to ensure projects and programs are implemented according to project or program design.
  • Undertaking data analysis, interpretation, manipulation and reporting for internal use and external distribution to partners, donors, government agencies and other stakeholders.
  • Supporting fundraising and resource mobilization by providing relevant data and information for proposal writing, concept papers and related documents.
  • Maintaining positive relationships with beneficiaries, local communities, partners, collaborators, government agencies and other external contacts.
  • Compiling and submitting periodic and management reports as prescribed.
  • Keeping abreast of developments in program changes and progress in order to advise and recommend tools and strategies to increase program performance and results.

Data quality and documentation management

The officer will also be responsible for:

  • Ensuring compliance with relevant norms, protocols, guidelines and regulations established by the monitoring and evaluation system.
  • Maintaining high-quality standards in the performance of monitoring and evaluation components at HiH EA (TZ).
  • Overseeing processes that ensure quality control for data management.
  • Ensuring accurate reporting of findings.
  • Maintaining proper storage of data and information.
  • Carrying out regular data backups.
  • Identifying strengths and weaknesses in existing data collection and management systems.
  • Proposing solutions to the Monitoring and Evaluation Manager and management.

Knowledge sharing and learning

The officer will be required to:

  • Ensure that monitoring and evaluation frameworks and tools capture and document case studies, best practices, experiences and lessons learned for internal and external sharing.
  • Participate in the dissemination of findings.
  • Share monitoring and evaluation reports with operations teams, documenting findings, highlighting areas of success, proposed reviews, experiences and learning points.
  • Coordinate the implementation of adopted best-practice processes.

Other duties

Perform any other duties as may be assigned by the supervisor from time to time.

Education and academic qualifications
