Programme Background: UK–Tanzania Green Growth Facility (GGF)
The Green Growth Facility (GGF) provides flexible, demand-driven technical assistance to the Government of Tanzania, private sector actors, investors, and financial institutions. It aims to strengthen systems for investment finance, carbon and climate finance, and high-value crops to support private sector development.

GGF is a component of the Productivity for Prosperity (P4P) Programme under the British High Commission, supporting Tanzania’s economic transformation and improving labour productivity and climate resilience.
Position Profile
Reporting to the MEL Manager, the MEL and Communications Officer will support:
- Data collection and analysis
- Administration and facilitation of MEL and communications activities
- Desk and primary research
- Internal and external coordination for MEL and reporting
Responsibilities
1. Data Collection Systems (with External Partners)
Present and finalize MEL plans and systems with GGF partners.
Implement MEL plans, including collecting, validating, and evidencing data to support results reporting and quality assurance.
2. Internal Reporting Coordination
Gather reporting inputs and data from internal GGF team members for reporting, evaluation, and learning purposes.
3. Database Management & Reporting
Populate and maintain the GGF database with accurate, complete, and fully disaggregated data.
Ensure proper linkage to evidence registries.
4. External Representation
Represent the MEL Team in coordination with the MEL Manager in meetings with P4P partners, the British High Commission, and other stakeholders.
5. Administration & Meeting Facilitation
Support coordination and facilitation of internal MEL learning and reflection sessions.
Liaise with internal and external stakeholders to support reviews, evaluations, monitoring missions, and related studies.
6. Research
Conduct desk research (literature reviews, media/environment scans, and general data gathering).
Carry out primary research to assess GGF impact, benchmark interventions, and gather relevant programme information.
7. Communications Support
Work with the Communications Advisor to provide MEL system data for external communication materials and reporting.
Qualifications
Education & Experience
- Post-secondary degree in Statistics, Data Science, Development Economics, Business, Finance, or related fields.
- Minimum 3 years’ experience in a busy MEL department of an economic development project.
- Advanced proficiency in Microsoft Office (Word, Excel), PowerBi, SurveyMonkey, SPSS, or other MEL tools.
- Experience in primary data collection for M&E or applied research.
- Experience in data analysis, reporting, and data visualization.
- Familiarity with sectors relevant to GGF: investment, climate finance, or agriculture markets.
General Competencies
- Fluency in English and Swahili (written and spoken).
- Strong analytical skills and attention to detail.
- Ability to synthesize large datasets into actionable insights.
- Excellent interpersonal and communication skills with sensitivity when engaging external stakeholders.
- Ability to work independently and collaboratively.
- Strong organizational skills and ability to perform under pressure and tight deadlines.
- Willingness to travel for fieldwork and data verification missions.
