Descriptions
The Manager, Capex, Procurement & Strategic Supplies is responsible for managing the bank’s capital expenditure planning, end-to-end procurement processes, vendor management, and acquisition of all strategic supplies in compliance with PPRA regulations and internal policies. The role ensures transparency, value-for-money procurement, and timely availability of goods and services to support the bank’s operations and strategic projects.
Responsibilities
Capex Planning & Monitoring
- Coordinate preparation of the annual Capex budget.
- Monitor Capex utilization and ensure alignment with approved plans.
- Track project-related expenditures and provide periodic reports.
- Evaluate Capex proposals and support business cases for new investments.
Procurement Management
- Lead end-to-end procurement of goods, works, and services in line with PPRA and bank policies.
- Prepare tender documents, evaluation reports, and procurement recommendations.
- Ensure accuracy and completeness of procurement documentation.
- Coordinate with departments to identify procurement needs and specifications.
Vendor & Contract Management
- Maintain a database of approved vendors and service providers.
- Negotiate contracts and ensure service-level agreements are adhered to.
- Conduct supplier evaluations focusing on performance, quality, and compliance.
- Resolve supplier issues and ensure continuous delivery of service.
Strategic Supplies Management
- Ensure availability of mission-critical supplies including IT equipment, office machinery, security devices, and operational consumables.
- Monitor reorder levels and approve replenishment plans.
- Develop inventory controls for strategic supplies.
Compliance & Controls
- Ensure all procurement activities comply with PPRA Act, guidelines, and internal procurement policies.
- Maintain accurate procurement and Capex records for audit purposes.
- Address audit findings and strengthen control processes.
Budgeting & Cost Efficiency
- Implement cost-saving initiatives in procurement and project execution.
- Support financial planning by providing Capex forecasts and procurement estimates.
- Ensure the bank receives value-for-money in all procurement transactions.
Process Improvement
- Drive automation and digital transformation in procurement systems.
- Improve tendering, evaluation, and approval turnaround times.
- Recommend enhancements to procurement governance structures.
Collaboration & Communication
- Work with ICT, Operations, Finance, and business units to understand procurement needs.
- Communicate procurement guidelines and policies across the bank.
- Provide training on PPRA and procurement processes.
OTHER RESPONSIBILITIES:
Any other duties as may be assigned by the Head of Finance and Strategy.
Requirements
Education:
- Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or related field.
- CPSP or PSPTB registration is mandatory.
Experience:
- 3–5 years of procurement and supply chain experience.
- Experience in Capex planning and project procurement preferred.
- Experience in banking/regulated environment is an added advantage.
Technical Skills:
- Strong understanding of PPRA laws and procurement frameworks.
- Proficiency in procurement systems and contract management.
- Strong negotiation, analytics, and documentation skills.
Soft Skills:
- High integrity, confidentiality, and compliance mindset.
- Strong communication and interpersonal skills.
- Ability to work under tight timelines.
