Background

The Logistics Fleet Coordinator is responsible for overseeing and managing fleet operations across the East African Crude Oil Pipeline (EACOP) field sites in Uganda and Tanzania. The role ensures that vehicles and transport assets are utilized safely, efficiently, and cost-effectively while supporting pipeline operations, pumping stations, maintenance activities, security operations, and remote camp logistics in compliance with company policies and Health, Safety, and Environment (HSE) standards. The successful candidate will provide strategic leadership in fleet management by coordinating vehicle deployment, enforcing transport compliance, supervising maintenance programmes, monitoring operational costs, and leading continuous improvement initiatives. Working closely with Operations, HSE, Security, and Logistics teams, the role is critical to ensuring reliable transportation services that support uninterrupted project operations.

Responsibilities

  • Lead, coordinate, and supervise daily fleet operations across all EACOP operational locations
  • Manage the allocation of vehicles to Field Operations, Security, Maintenance, Land & Social, Senior Leadership Team (SLT), and other departments
  • Optimize fleet utilization to minimize downtime and improve operational cost efficiency
  • Develop and implement centralized fleet tracking and monitoring systems using GPS and IVMS technologies
  • Coordinate vehicle requirements across Main Terminal, Pumping Stations, and remote camps
  • Enforce compliance with EACOP Health, Safety, and Environment (HSE) standards and road safety requirements
  • Ensure all fleet vehicles comply with company specifications, roadworthiness requirements, permits, and safety standards
  • Conduct routine vehicle inspections, audits, and compliance assessments
  • Implement driver behaviour monitoring programmes, driver training, and performance evaluations
  • Lead investigations of vehicle incidents and accidents and implement corrective action plans
  • Develop and implement fleet deployment schedules to support operational and maintenance activities
  • Coordinate transportation of personnel, materials, and emergency response resources across project locations
  • Liaise with contractors and third-party transport providers to support additional logistics requirements
  • Support logistics planning for emergency preparedness and crisis response operations
  • Develop and oversee preventive maintenance programmes for vehicles and transport equipment
  • Ensure timely servicing, repairs, and availability of spare parts for fleet assets
  • Maintain accurate fleet documentation, including vehicle logbooks, maintenance records, mileage, and fuel consumption reports
  • Plan vehicle replacement and retirement in accordance with asset management policies
  • Implement effective fuel management systems, monitor fuel consumption, and prepare fuel stock reports
  • Monitor fleet operating costs, analyze expenditure variances, and recommend cost-saving initiatives
  • Prepare reports on fleet performance, budget utilization, operational costs, and key performance indicators
  • Supervise, mentor, and develop fleet officers, drivers, and logistics personnel
  • Coordinate with HSE, Security, and Operations teams to manage transport-related risks
  • Prepare regular reports on fleet utilization, HSE compliance, maintenance performance, and operational efficiency
  • Promote continuous improvement of fleet management systems, standards, and operational procedures

Qualifications Required

  • Bachelor’s degree in Logistics, Supply Chain Management, Transport Management, Mechanical Engineering, or a related field
  • Professional certification in Fleet Management or Transport Management is an added advantage
  • Proficiency in written and spoken English
  • Minimum of five (5) to ten (10) years of experience in fleet or logistics management, including at least five (5) years within oil and gas, energy, mining, or other large-scale field operations
  • Proven experience managing large vehicle fleets across multiple remote operational sites
  • Strong knowledge of Health, Safety, and Environment (HSE) compliance and driver safety management programmes
  • Familiarity with East African transport regulations and cross-border logistics operations
  • Strong leadership and team management skills
  • Excellent planning, coordination, and operational problem-solving abilities
  • Proficiency in fleet management systems, including GPS tracking, IVMS, SAP, Maximo, ERP, or similar platforms
  • Strong financial management, budgeting, and reporting skills
  • Excellent communication, stakeholder engagement, and relationship management skills
  • Strong commitment to safety, integrity, accountability, and operational excellence
  • Ability to work effectively under pressure and make timely operational decisions
  • Resilient, adaptable, detail-oriented, and proactive in remote field environments

General Conditions

Full-time position based in Kampala, Uganda

Successful candidate will oversee fleet operations across EACOP project sites in both Uganda and Tanzania

Position requires frequent coordination with Operations, HSE, Security, Logistics teams, contractors, and external transport service providers

Regular travel to field sites and remote operational locations will be required
