The Zanzibar Revenue Authority (ZRA) is a government institution established under the Zanzibar Revenue Authority Act No. 11 of 2022, mandated to collect government revenue efficiently and ensure compliance with tax laws and regulations. As part of its efforts to strengthen legal and regulatory compliance functions, ZRA is inviting qualified Zanzibari citizens to apply for the position of Legal Officer on a temporary employment basis for a period of twelve months in Unguja.
The Legal Officer will support the Authority by providing legal assistance in matters related to taxation, contracts, employment issues, and regulatory compliance. The role requires a highly ethical and analytical individual capable of conducting legal research, preparing legal opinions, and assisting in the management of legal matters affecting the Authority.
Responsibilities or duties
- Assist in providing legal advice and guidance to the Authority on various legal matters
- Support the interpretation and application of laws, regulations, and policies relevant to the Authority’s operations
- Assist in drafting, reviewing, and analyzing contracts, agreements, and legal documents
- Participate in the management and follow-up of legal cases involving the Authority
- Conduct legal research on taxation, employment, contractual, and administrative matters
- Prepare legal opinions, reports, and recommendations based on research findings
- Assist in ensuring the Authority complies with applicable laws, regulations, and legal requirements
- Support legal documentation and record management activities
- Monitor legal developments that may affect the Authority’s operations and advise accordingly
- Assist in reviewing policies and procedures to ensure legal compliance
- Participate in meetings and discussions requiring legal input when assigned
- Perform any other duties assigned by the supervisor
Qualifications or requirements (e.g., education, skills)
- Must be a Zanzibari citizen
- Bachelor of Revenue Law or Bachelor of Laws (LL.B) from a recognized institution
- Must be 30 years of age or below
- Strong computer literacy and proficiency in office applications
- Knowledge of Tax Laws, Employment Laws, and Contract Laws
- Understanding of legal research methodologies and legal drafting techniques
- Ability to analyze legal issues and provide practical recommendations
- Strong analytical and problem-solving skills
- Excellent written and verbal communication skills
- Ability to prepare legal opinions, reports, and legal correspondence
- High level of integrity, honesty, and professional ethics
- Ability to maintain confidentiality and handle sensitive information responsibly
- Strong organizational and time-management skills
- Ability to work independently and under minimal supervision
