On behalf of one of our Tanzania based client, we are looking for a competent and experienced Hydro geologist/Drilling Supervisor.

Report to : N+2 PACKAGE MANAGER, N+1 DELIVERY MANAGER
East African Crude Oil Pipeline (EACOP) project will establish a Special Purpose Vehicle (“PipeCo”), which will build, own and operate the EACOP system. (PipeCo) will be established on OPCO type model with representatives of both Uganda and Tanzania states as well as shareholders.

MISSIONS / JOB DIMENSIONS

The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises the detailed engineering, construction, operation and maintenance of the corresponding facilities .Water supplies are required for construction activities at multiple locations along the corridor, also for the operation of some permanent stations. A groundwater source is the preferred option at many of the sites and associated survey activities are currently being completed. Borehole construction for EACOP (Company) will subsequently be undertaken by drilling Contractors.
The Job Holder is responsible for construction and quality supervision of borehole drilling, completion and development at the sites. An additional responsibility is to help Company meet environmental commitments relating to mitigation of potential groundwater abstraction impacts.

ACTIVITIES
• For borehole water sourcing works & drilling operations the Hydro geologist shall be present on the drill site and stay with the drill team throughout the drilling operations or as required. Main responsibilities will include:
• Act as Company supervisor and technical expert on site during borehole drilling and associated activities.
• Ensure that the borehole construction and completion work is carried out as specified in the contract between Contractor and Company, and as specified in the engineering designs.
• Ensure that all measurements and observations are systematically and accurately taken, recorded and submitted according to the contract betweenthe Contractor and Company.
• Keep updated records of the drilling works and prepare brief progress reports.
• Activities at different stages of the water sourcing works / drilling operations will include:
• Check materials supplied by the Contractor and ensure that they conform to the relevant specifications.
• Ensure that the rig is positioned exactly at the agreed location and away from any potential hazards such as overhead electrical cables.
• Monitor verticality checks, the drilling depth, the depth penetration rate and the collection of drill samples.
• Describe each stratum encountered during drilling, including but not limited to thickness, depth below ground level, and location of samples recovered
• Evaluate information collected during drilling, and correlate with available reconnaissance/geophysical data.
• Help decide when drilling should stop, which will depend on the information gathered in the course of drilling, and if well completion should proceed
• Provide information and help finalize detailed engineering design of the borehole, e.g. the depth interval(s) to be screened, the gravel pack depth interval, etc.
• Ensure that the borehole installation by the Contractor conforms with the final approved design.
• Ensure that borehole development and pumping tests are undertaken according to the specifications in the drilling contract, and/or advise on any alterations to suit individual boreholes.
• Analyze the data collected from the pumping test and advise if this indicates the borehole is adequate to serve as a viable water supply based on the site requirements. Make recommendations on the pumping regime of the borehole
• Ensure that the Drilling Contractor collects water samples and undertakes water quality testing as specified in the drilling contract.
• Ensure that the completed borehole is disinfected by the Contractor as specified in the Drilling Contract
• Approve the Daily Activity Record prepared by the drilling Contractor
• Verify that the driller’s Borehole Completion Reports are accurate, complete, of good quality and comply With the Drilling Contract for each borehole drilled (including any that were aborted).

To help meet environmental commitments, activities will include:
• Arrange, record and assess groundwater level monitoring at all sites where groundwater abstraction occurs for the project.
• Ensure any monitoring wells are installed in the correct formation and at the correct distance between project abstractions and community water points
• To review engineering deliverables related to water sourcing works that are developed by Engineering Contractors.
• To manage the activities of water sourcing works of the Engineering Contractors and assure their compliance with the applicable regulations, codes and standards.

Other general responsibilities will include:
• To adopt and demonstrate exemplary behavior with regard H3SE and H3SE rules implementation
• To adopt and demonstrate exemplary behavior with regard to Ethics and project “code of conduct” policy
• To participate in meetings with partners, authorities and other stakeholders as required
• To carry out any other duties or tasks that may be required by the position.

CONTEXT AND ENVIRONMENT
• The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from upstream facilities will tie-in to the EACOP project. The Pipeline project will be
• The largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment;
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID.
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for
• Project development in accordance with IFC standards to secure the necessary financing;

ACCOUNTABILITIES
To manage, review and deliver the related reports to the above activities in conformance with water sourcing works dossier within budget, project schedule and with utmost respect for the environmental and societal aspects ensuring water sourcing works operations are planned and conducted safely.

QUALIFICATIONS AND EXPERIENCE REQUIRED

• Degree: MSc (or equivalent formal qualification) in Hydrogeology or similar discipline.
• Fully aware and experienced of all applicable Tanzanian local / regional regulations, codes and standards related to Water Sourcing Works. (Including Ministry of Water and Water Basins regulations and rules).
• Minimum of 15 years’ experience as a hydro geologist, including groundwater resources assessment, field investigations, knowledge of geophysical surveys.
• Supervision of borehole drilling.
• Interpretation of pumping test data.
• Knowledge of groundwater occurrence in hard rock aquifers.
• Experience in writing technical reports and presenting the results.
• Good interpersonal and communication skills. Good motivational skills.
• English as mother tongue or Fluent in English (speaking and with excellent writing skill.
