JOB DETAILS:
MISSION AND JOB DIMENSION:
• The Environmental Manager is the custodian of the Environmental responsibilities of the project. He/she will work closely with the other H3SE teams, project management, engineering, and construction teams, as well as other key internal and external stakeholders to support achieving the COMPANYS environmental commitments. He/she will ensure the work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications.
• The Environmental Manager is required to mobilize on a rotational assignment (8 weeks in/2 weeks off) based in Dar es Salaam, Tanzania or Kampala, Uganda.
• He/she will be responsible to ensure that the pipeline, AGIs, EITS and other facilities are constructed in compliance with the approved ESIA (Environment and Social Impact assessment), ESAP (Environment and Social Action Plan), BAP 9Biodiversity Action Plan) and ESMPs (Environment and Social Management Plans) , as well as the relevant national and international legislation and standards, and EACOP policies/procedures. Given that environmental monitoring of major construction projects including oil and gas pipeline is a developing field in in Uganda and Tanzania, it is expected that the Environmental Manager will be visiting construction sites in the field providing support, training, and capacity building to the site-based environmental teams.
• The Environmental Manager will report directly to the Project H3SE Manager.

ACTIVITIES:
• Provide overall leadership and guidance to the Project Environmental team.
• Environmental management of the entire project to ensure the project is executed in accordance with Project Environmental Standards including Uganda and Tanzania regulatory requirements (where applicable), TOTAL standards, applicable international performance standards (IFC Performance Standards, Equator Principles IV, World Bank EHS guidelines and other related best practice e.g., GIIP.
• Interface with the Project Management Team to ensure that the Project’s Environmental requirements & commitments are well understood, and that necessary resources, process and mechanisms are available to enable compliance.
• Act as lead interface between Company and Contractors team members regarding environmental management, compliance, audits, monitoring and associated activities, providing environmental regulatory advice as required.
• Participate & provide input to the development of Contractor Control Plans (CCP), Contractor Implementation Plans and Procedures (CIPP), oversee contractor implementation of ESIA, ESMP, ESAP, BAP commitments and other related project documents.
• Work with Contractors to ensure environmental plans, procedures and method statements are suitable, and monitor implementation to ensure compliance.
• Provide environmental advice and solutions related to aspects such as environmental permitting/licensing, waste management, air quality, noise, hazardous materials management, soil management, erosion and sediment control, water quality, waste, and rehabilitation etc.
• Oversee the implementation of the Project Environment Verification and Assurance Program and develop additional tools (if necessary) to support the implementation of such.
• Build and maintain strong and solid working relationship & engage with management representatives and, construction team.
• Participate in project Go/No-Go, and Environment reviews for project mobilization.
• Review and approve of Contractor’s submitted project environmental documents, such as Method Statements, EMP, SOP’s and WMS etc.
• Ensure any environmental design mitigations are captured in CONTRACTORS EMP and related procedures.
• Actively participate in the company audit and self-assessment program for environmental compliance.
• Attend regular scheduled project meetings as required and verify Environmental metrics and KPI’s table.
• Support internal, government (NEMA and PAU for Uganda, and NEMC for Tanzania), private/third party, and lender Audits as necessary.
• Owner of environmental data collected from the field. Establish and manage robust environmental data management systems.
• Provide on-going QA/QC of environmental data and reports, e.g., contractor environmental monthly reports.
• Environmental performance reporting as needed (e.g., daily field reports, environmental performance reports, verification, and assurance etc.).
• Responsible for ensuring all environmental incidents are managed in accordance with EACOP Incident Management System.
• Provide Environmental inputs into local staff training and capacity building.
• Ensure Environmental Optimum Requirements are integrated in the HSE-MS of company contractors.
• Contribution to the emergency (Oil Spill) response preparedness during construction

CONTEXT AND ENVIRONMENT:
• The EACOP project includes a 1445km 24in main oil export pipeline, 8 above ground facilities [AGI: including 6 pumping stations (PS-1 thru 6) and 2 pressure reduction stations (PRS-1 and 2)], a green field Marine Terminal (MST) with an export jetty and Load Out Facilities (LOF) and a series of main line block valves (MLBV) and a long line heat trace (LLHT) heating system. Approx. 150km of feeder lines from Upstream facilities from Tilenga and Kingfisher fields will tie-in to the EACOP project. EACOP is developing the Tilenga Feeder line on behalf of the Tilenga Project. The EACOP Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region. The project overall tonnage is estimated at 500,000t of material and equipment.
• Behind the numerous technical (the longest electrically heat traced pipeline in the world), environmental and social challenges faced by the project, Government of Uganda and Government of Tanzania agreed to develop EACOP project in a fast-track mode. The project is aiming at a Ready for Start-up (RFSU) schedule not later than 39 months after FID.
• The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development in accordance with IFC standards to secure the necessary financing.
• In the current context of low oil price, the project needs to be developed with low CAPEX & OPEX to support the economics and enable FID while maintaining the technical quality of the installations, with high H3SE requirements and focus.
• Job Location: The position will be based at Dar Es Salaam with sites visits in Uganda or Tanzania with temporary mission abroad to follow construction activities until mid-2026.

ACCOUNTABILITY:
• Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
• To ensure compliance with project requirements and regulatory framework in pipeline construction related activities.
• Supporting and coordination of EACOP project teams.

QUALIFICATIONS AND EXPERIENCES REQUIRED:
• Master of Science degree (in Natural or Environmental Sciences, Ecology, Biodiversity Conservation, Natural Resource Management, or Environmental Engineering) with at least 15 years environmental management experience in the construction and extractive industries, preferably oil and gas, onshore pipeline & related facility scopes are essential.
• Previous environmental experience in the construction industry is essential, for large scale projects for international clients.
• Excellent English communication skills (oral and written) including the ability to articulate Environmental concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
• Good environmental field experience and knowledge of TOTAL standards, applicable international performance standards (IFC Performance Standards, Equator Principles IV, World Bank EHS guidelines and other related best practice including Uganda and Tanzania regulatory requirements (where applicable).
• Good track record of working experience with lender financed projects e.g., WB, IFC, EBRD, ADB, AFD, KfW, AfDB, EIB, Standard Bank, Standard Chartered etc.
• Detailed knowledge and understanding of ISO 14001, ISO 31000.
• Knowledge of Uganda and Tanzania regulations desirable.
• Experience working in African countries especially East Africa is desirable but not compulsory.
• Experience in analysing environmental data to report accurate KPI’s and potential non-compliance status back to the project management team.

REQUIRED COMPETENCES:
• Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office, Word, Excel, PowerPoint, Visio etc.
• Staff management experience (knowledge of mentoring, delegation, and motivation techniques).
• Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
• Working knowledge of regulatory requirements such as environmental compliance regulations, and local permit requirements.
• Knowledge of root cause analysis (RCA); data-driven decisions, Environment risk analysis and analytical reporting.
• Previous experience working with multicultural contractors' and reporting their Environment performance.
• Physical ability to work in the field and conduct inspection in difficult terrain.
