Job Overview

Rick Plan Co. Ltd is seeking qualified, physically fit, and firm Tanzanian citizens to fill 15 vacancies for Debt Recovery & Wrong Parking Enforcement Officers (Maafisa Ukusanyaji Madeni ya Maegesho na Enforcement). Based in Arusha City, successful candidates will be responsible for tracking and recovering outstanding parking debts, inspecting parking zones, enforcing municipal parking regulations, and managing vehicles parked in non-designated areas (wrong parking).

Project: Parking Fee & Wrong Parking Fine Collection Project (Uwakala wa Ukusanyaji Ushuru wa Maegesho na Faini za Wrong Parking)

Location: Arusha City, Tanzania

Industry: Revenue Collection / Municipal Enforcement / Logistics

Key Responsibilities

• Identify, follow up on, and collect outstanding parking debts from defaulting vehicle owners across Arusha City.
• Inspect city parking zones to detect non-compliant vehicles and illegal/improper parking (wrong parking).
• Issue penalties, record violations, and execute enforcement procedures in accordance with municipal parking regulations.
• Use smart mobile devices and digital systems to verify unpaid parking bills, log infractions, and update transaction records in real time.
• Maintain clear operational logs and provide regular enforcement updates to supervisory management.

Requirements & Qualifications (Sifa za Muombaji)

• Nationality: Must be a Tanzanian citizen (MTANZANIA).
• Age Limit: Must be between 24 and 45 years old.
• Education: Minimum of Form Four Certificate of Secondary Education (CSEE) or higher (Kidato cha Nne na kuendelea).
• Identification: Must possess a valid National ID Number (NIDA).
• Health & Fitness: Excellent physical stamina and mental fitness suitable for field enforcement duties.
• Technical Skills: Proficient in using smartphones and mobile digital applications (Mzoefu wa kutumia simu janja).
• Character: High level of honesty, integrity, discipline, and no prior criminal record.

Level of Education: high school
