Job Description
The CQI Advisor will provide strategic leadership, technical oversight, and mentorship in the design, coordination, and implementation of Continuous Quality Improvement (CQI) activities under the Afya Thabiti Care and Treatment Project.
This position ensures that HIV service delivery across supported regions adheres to national standards, PEPFAR priorities, and evidence-based CQI methodologies. The Advisor will strengthen the capacity of regional and facility QI teams, promote data-driven performance improvement, and institutionalize a culture of quality in health service delivery.
Key Roles and Responsibilities
Technical Oversight and Capacity Strengthening
- Provide overall CQI direction, management, and technical support to regional and facility teams to implement sustainable CQI initiatives aligned with national guidelines and PEPFAR quality standards.
- Build the capacity of technical, regional, council, and facility QI teams on CQI methods, including data-driven performance monitoring, root cause analysis, and quality improvement cycles.
- Identify capacity gaps and provide targeted mentorship and oversight to healthcare providers and QI teams to enhance the quality of HIV Care and Treatment services.
- Institutionalize quality standards in HIV service delivery through internal and external quality assessments, supportive supervision, and implementation of remediation activities guided by the Ministry of Health (MoH).
- Ensure compliance with MoH, CDC, and PEPFAR requirements for CQI, including SIMS, Infection Prevention and Control (IPC), and follow-up on corrective actions.
Coordination and Collaboration
- Collaborate with health facilities, Regional and Council Health Management Teams (R/CHMTs) to design, implement, and monitor CQI interventions addressing service delivery and programmatic gaps in HIV testing, linkage, ART initiation, retention, viral suppression, and data quality.
- Mentor regional and facility teams in the use of the Plan–Do–Study–Act (PDSA) model to test and scale effective service delivery improvements.
- Strengthen collaboration with MoH, RHMTs, CHMTs, and implementing partners to ensure harmonized CQI approaches and sustainability of interventions.
Data Use and Reporting
- Promote data-driven decision-making by guiding teams in analyzing, interpreting, and applying data for quality improvement and performance monitoring.
- Compile and submit monthly, quarterly, and annual CQI reports, highlighting best practices, challenges, and recommendations for program improvement.
- Represent the project in national, regional, and partner-level CQI forums and contribute to MoH- and donor-led quality improvement initiatives.
Other Duties
- Support the documentation and dissemination of success stories and lessons learned across project regions.
- Perform any other duties as may be assigned by the supervisor to support the overall success of the Care and Treatment program.
Qualifications
Education and Experience
- Advanced degree (Master’s or higher) in Medicine, Nursing, Public Health, or a related health field.
- Doctor of Medicine (MD) with a degree in Public Health or Quality Improvement certification is an added advantage.
- Minimum of 5 years of hands-on experience implementing Quality Assurance (QA) and Continuous Quality Improvement (CQI) programs, preferably within PEPFAR-supported HIV initiatives.
- Proven experience mentoring healthcare workers and QI teams and working with government health systems at national, regional, and council levels.
- Strong understanding of monitoring and evaluation systems, data analysis, and data utilization for program improvement.
- Familiarity with national CQI policies, including the Tanzanian Quality Improvement Framework for Health Care.
- Experience collaborating with MOH, CDC, PORALG, and other key stakeholders.
Skills and Competencies
- Excellent technical expertise in quality improvement and health system strengthening.
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent leadership, facilitation, and interpersonal communication skills.
- Proficiency in Microsoft Office and data systems such as DHIS2, CTC2, and DATIM.
- Fluency in English and Kiswahili (spoken and written).
