Tender Overview

Reveurse Tanzania Company Limited, acting as the procurement agent on behalf of YUDI Mining (Tanzania) Graphite Development Co. Ltd, hereby invites eligible and qualified electrical contractors to submit sealed bids for the construction of a 33kV Medium Voltage Double Circuit Line measuring approximately 91.6 kilometers, from Msamvu to Duthumi in Morogoro Region. Reveurse Tanzania Company Limited (“Reveurse”) has been appointed as procurement agent and now invites sealed Tenders from eligible, qualified contractors to design, erect, test, and commission the line.

Project Scope

The project shall include, but is not limited to, the following components:

Civil Works:

• Excavation and foundation for concrete pole installations
• Erection of 13-meter and 15-meter pre-stressed concrete poles

Electrical Works:

• Stringing of 150mm² AAAC conductors for the double circuit line
• Bay extension works and integration with TANESCO grid infrastructure
• Installation of two (2) 15MVA line voltage regulators

Estimated Project Duration: 4 – 6 months (subject to confirmation upon contract award)

Eligibility Criteria and Minimum Qualifications

To be eligible, contractors must meet the following requirements:

• Contractor Registration: Class I Electrical Works with the Contractors Registration Board (CRB) of Tanzania.
• Similar Experience: Completion (within the last ten [10] years) of at least three (3) contracts for the construction of 33 kV or higher overhead lines of ≥ 50 km each in East Africa.
• Financial Capacity: Average annual turnover of TZS 25 billion (or USD 10 million) during the last three audited years.
• Access to Cash/Credit: Not less than TZS 5 billion (or USD 2 million).
• Key Personnel: Licensed professional electrical engineer (Team Leader) plus line construction supervisor, safety officer, and quality inspector, each with 8 years’ relevant experience.
• Tender Documents: All submitted tender documents must be accompanied by the corresponding line design for the proposed works.
• Equipment: The contractor must be a manufacturer of equipment like tensioners, electrical materials, pullers, line trucks, concrete mixers, test equipment, etc., within Tanzania.
• Statutory Compliance: Valid business licence, TIN, VAT Registration, current TRA Tax Clearance Certificate, 3 years stamped Financial Statements, Workers Compensation Fund Certificate & Public Liability insurance, and any other relevant company legal documents.
• Bid Security: Bank Guarantee equal to two percent (2%) of the Tender Price, valid for 148 days from the submission deadline.
