Duties and Responsibilities
Background: The EU-EAC MARKUP II is a 40 million € regional development initiative that promotes economic growth in the East African Community (EAC) through private sector development and export promotion running from 2023 to 2027. This European Union funded project is targeting Micro, Small and Medium-sized Enterprises (MSMEs), sector associations and government institutions to create conducive business and export environment for MSMEs at each participating country and strengthen regional integration. It supports initiatives to reducing market access barriers, strengthening the quality compliance and standards, value addition, certification, training and capacity building for improved market access. Jointly designed by the EU, EAC Secretariat, relevant ministries, and government departments from the EAC Partner States, standard/quality organizations and public institutions, Business Support Organizations and East Africa Business Council (EABC), MARKUP II is implemented by the International Trade Centre (ITC) and funded by the EU. The target countries are Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda. The EAC secretariat is also a direct beneficiary for some regional activities. Two major pillars of this programme include support to the Non-Tariff Barriers (NTB) Resolution mechanisms through National Monitoring Committees (NMCs) and enhanced private sector outreach on the tripartite (WTO – ITC – UNDESA) ePing SPS & TBT Notification Alert System. To strengthen these efforts, ITC seeks to engage a technical consultant based in Arusha, Tanzania, to work closely with the EAC Secretariat, national stakeholders, and private sector actors across the EAC region. Responsibilities: Under direct supervision of a Market Analyst and in close collaboration with the Regional Coordinator of the Programme in Arusha, the Capacity building Technical Advisor will be responsible for the following: In relation to the activity on non-tariff barriers resolution in the region: • Assist in the preparation of training and curricula for National Monitoring Committees (NMCs). • Provide support in coordinating training schedules and activities for NMC members in MARKUP II Programme countries. • Assist in reviewing training materials to ensure the compatibility of the content and material of the curriculum with the expectation and roadmap of actions validated at regional level by the Regional Monitoring Committee on NTBs • Provide support in organizing and facilitate NMC meetings in Partner States, including sessions on newly developed training content; collect participant feedback for programme improvements. In relation to the awareness raising on ePing in the region: • Assist in the preparation and delivery of ePing training workshops and awareness materials. • Provide support in organizing and facilitate ePing-related training workshops and meetings in EAC Partner States, including targeted outreach with a focus on private sector engagement. • Support coordination with national SPS and TBT enquiry points and ePing administrators to strengthen stakeholder engagement and platform use. • Assist in monitoring the implementation of ePing activities and reporting on progress. • Support with other related tasks as necessary. NOTE – The selected candidate must be available for duty travel for short periods. S/he has further to ensure to obtain accreditation to event(s), if required.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, marketing or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree A minimum of two (2) years of experience in trade-related project or programme management, administration, or a related field. Experience in designing and implementing training programmes for multi-stakeholder audiences. Experience working on projects with the EAC Secretariat is desirable Experience with non-tariff barriers (NTB) resolution mechanisms is desirable. Experience with ePing or similar platforms is desirable. Languages
Fluency in English is required. Fluency in French and Swahili are desirable.
Additional Information
This contract will be administered on behalf of ITC by UNOPS. This vacancy is open for nationals of EAC Partner States .Applicants must be authorized to work in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station.
