  • Main Purpose of the Job (Job Summary): To oversee the zonal key performance strategic goals, including supervising and developing zonal employees, achieving business growth goals, managing the Trust’s Credit Guarantee portfolio risks, providing a delightful customer experience, and managing client account relationships with partner institutions in their jurisdiction.

Main Responsibilities

  • In close liaison with the Director of Business Development, plan the Business operation program for the zone according to the Trust’s Annual business plan to ensure key performance indicators are achieved.
  • Implement the Trust’s strategy for acquiring and maintaining the credit guarantee portfolio and fulfilling clients’ requests, including proper maintenance and recovery solutions.
  • Conduct pre-evaluations of proposals presented for support and help entrepreneurs improve proposals into acceptable business plans.
  • Ensure proper screening and analysis of applications to control the level of default to a maximum of 5% per officer.
  • Identify entities, key stakeholders, and partners in the Agri value chain that have the potential to impact the agriculture sector.
  • Create business development plans and forecast targets and growth projections from the available business pipeline.
  • Liaise with colleagues to develop new business and marketing strategies.
  • Implement an acquisition strategy focused on building long-term relationships with customers.
  • Proactively build and maintain relationships with agricultural/agri-business stakeholders in the respective Zone.
  • Liaise with key local authorities in the zone to promote investments in agriculture and agribusiness, including the Ministry of Agriculture, Chamber of Commerce, and training centers.
  • Market the Trust’s products and services to stakeholders at meetings, forums, and through visits.
  • Monitor the performance of the Zone’s Loan portfolio, follow up with partner financial institutions, and analyze and report on the classification of the loan portfolio.
  • Undertake a supervisory role to support portfolio management.
  • Supervise Business Development Officers (BDOs) to monitor client performance and ensure investments are implemented as proposed in business plans.
  • If not, ensure remedial measures are taken promptly.
  • Ensure daily zonal operational activities are managed effectively and efficiently.
  • Review the performance of zonal staff, including their development, deployment, appraisal, training, and welfare.
  • Execute zonal employee supervision to ensure they comply with the Trust’s human resources policies and procedures.
  • Articulate business knowledge and ensure zonal teams advise clients on financial and economic trends.
  • Liaise with the Business Development Officer to ensure proper books of accounts are maintained.
  • Ensure that Zone assets, such as office equipment and stationery, are in proper order and that vehicles are used only for official purposes.
  • Ensure expenditures are within the sanctioned budget and that reports are submitted in a timely manner.
  • Manage the budget for this docket, which includes recommending invoices for payments and preparing budgets for the zone.
  • Identify opportunities within the Trust’s ecosystem and ensure relevant records are kept and updated.
  • Identify and develop solutions for solving bottlenecks in agricultural value chains, such as production, market access, and processing.
  • Ensure that the Zone’s activities adhere to approved Trust policies and procedures.
  • Attend events such as exhibitions and conferences that will provide constructive linkages to agriculture stakeholders.
  • Promote Inclusive Green Growth (IGG) practices to customers and partner banks.
  • Manage to ensure all revenue leakages are attended to and all PASS Trust revenues are collected.
  • Perform any other related duties assigned by the Supervisor.

Academic Qualifications

  • Bachelor’s degree in economics, Business Administration, Agricultural Economics, Finance, Accounts, Banking, or a related field from a recognized University is required.
  • Professional qualifications and extensive experience in business development/sales are desirable.

Experience & Skills

  • A minimum of seven (7) years of experience, with proven experience in business development, credit analysis, or relationship banking.
  • A minimum of three (3) years at a managerial level is required.
  • Good knowledge and experience in Tanzanian agriculture and agribusiness development, business planning, and project analysis.
  • Knowledge of agricultural financing and experience in facilitating lending to smallholder farmers and negotiating with banks.
  • Demonstrable experience in agricultural supply chain interventions for the enhancement of agricultural development.
  • Demonstrable knowledge and skills in credit appraisal/analysis, especially for agricultural finance.
  • Familiarity with regulatory requirements, compliance standards, and risk management practices in the financial services industry.
