The Birth Registration Officer will provide technical and operational support to government institutions and partners to improve birth registration services and strengthen the Civil Registration and Vital Statistics system.
Responsibilities or duties
- Support the planning and implementation of birth registration programme interventions in Mwanza Region
- Provide technical support to Local Government Authorities (LGAs) in rolling out the electronic Civil Registration and Vital Statistics (eCRVS) system
- Support digitization of backlog birth registration records and archiving of paper-based records
- Liaise regularly with the Registration, Insolvency and Trusteeship Agency (RITA), National Identification Authority (NIDA), education officials, and PMoRALG coordinators to strengthen coordination efforts
- Ensure newborns and children aged 0–17 years obtain birth certificates and Jamii Numbers linked to eCRVS and NIDA systems
- Support RITA, NIDA, and LGAs in developing monitoring and evaluation tools with strong emphasis on gender equity and inclusion of marginalized groups
- Conduct district monitoring visits to assess implementation progress and identify operational challenges
- Monitor implementation of school connectivity initiatives related to birth registration systems
- Provide technical support and recommend solutions to address implementation bottlenecks
- Represent UNICEF during engagements with local government officials and stakeholders
- Collaborate with UNICEF Child Protection and Innovation Officers to prepare reports, blog posts, and other knowledge products
- Contribute to programme monitoring, evaluation, reporting, and documentation activities
Qualifications or requirements
Candidates should possess strong programme management, coordination, and stakeholder engagement skills, particularly in child protection, civil registration, or public sector programmes.
Experience needed
- Ability to lead day-to-day technical and administrative programme activities
- Experience in programme planning, implementation, monitoring, evaluation, and reporting
- Strong technical support skills in digital systems implementation, digitization, and records management
- Excellent coordination and liaison skills with government institutions and development partners
- Ability to develop and implement monitoring and evaluation tools and frameworks
- Strong understanding of gender, equity, and inclusion principles in programme implementation
- Experience conducting field monitoring and providing technical support to local stakeholders
- Excellent representation and stakeholder engagement skills
- Strong report writing, documentation, and knowledge management skills
- Ability to collaborate effectively within multidisciplinary teams
- Strong communication, analytical, and problem-solving skills
- Ability to work independently and manage multiple assignments simultaneously
