Q-Sourcing Limited, trading as Q-Sourcing Servtec, is a manpower management solutions firm operating in the East African Region in the countries of Tanzania, Uganda, Kenya, Rwanda, and South Sudan.
On behalf of one of our Tanzania based client, we are looking for a competent and experienced Talent Acquisition Lead, Tanzania & Uganda.

Project Overview.
• The EACOP Project (East Africa Crude Oil Pipeline Project) is an EPcmC. 1,500km pipeline project across Uganda and Tanzania, with a Main Storage Terminal and Jetty in Tanzania.

Primary Objectives

• Manage the delivery and output as required to support both expat & regional hiring needs and meet the strategic goals of the business for the project in country in Tanzania & Uganda
• Ensure a best practice approach to TA, in accordance with the company’s quality standards, policies and procedures
• Consistently deliver an outstanding, proactive TA service, adding value to the region and wider organisation.

Specific Accountabilities Includes:

• Drive the performance of the in country, TA delivery across both Tanzania & Uganda locations, delivering outstanding, agile support while ensuring changing wider business aims are achieved
• Develop and maintain effective relationships with key regional business stakeholders & external agency suppliers
• Collaborate and engage effectively with the wider EACOP TA team to promote workload sharing and ensure TA receive sufficient support in order to meet project and business needs
• Development of in country TA strategy and initiatives to address regional issues such as Nationalisation
• Drive diversity in candidate slates, interview shortlists and hires in line with broader company D&I targets
• Promote the use of Taleo and other TA related systems throughout the region in order to produce regular and accurate TA related reports
• Ensure all TA activities comply with relevant legal demands (local/regional/global) and ethical standards
• Develop effective, positive working relationships with location People team, Operations and other Stakeholders across the region, such that the TA function is well represented and the business is fully engaged and supported

Job Specific Pre-requisite Skills and Experience:
• Minimum of 15 years engineering services TA experience, either in-house or for an agency with a consulting focus
• Proven experience within EPCM Industry or equivalent proprietary management systems and associated desktop applications for project delivery;
• Provide on the job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance monitoring of such;
• Competency within industry applications such as Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio;
• Strong background in international recruitment; hands-on experience of recruiting across the UK, Europe and Central Asia. Experience of working on Africa is highly advantageous
• Excellent communicator and collaborator; very comfortable working with a remote, multi-cultural, international team. Ability to partner with (and act as an advisor to) business stakeholders and hiring managers
• Demonstrable leadership qualities; leading both by example and influence.
• Understanding and awareness of the importance of HSE and how it relates to TA
• Excellent understanding of the company’s current strategy and objectives
• Good organisational skills, strong attention to detail together with excellent negotiation and presentation skills
• Ability to meet tight deadlines consistently and manage complex workloads across multiple business lines and locations
• Diplomacy and empathy
• IT Literate: Taleo, MS Office (Outlook, Word, Excel, PowerPoint)
• This role is a rotational position offering an eight week on and two week off rotation and in country accommodation is provided
