Job Description:

The Regional Data and Analytics Advisor leads data governance which includes data management, processing and visualization in the East Africa Region. This role shall coordinate data consolidation, processing and visualization from various systems including Kobo Collect, LMMS, iMPAQ, Horizon mWater etc. across all Word Vision technical sectors in all funding streams (HEA, Grants, PNS and Sponsorship). Build Data Culture and Capacity within the region and Field offices: train staff, support ethical data practices, and foster a culture where decisions are driven by evidence.


A key focus is operationalization of the Results for Children framework while strengthening data support for GAM, advocacy, and donor engagement. The Advisor will synthesize Annual Impact Measurement (AIM) data from Field Offices before applying advanced analytics to generate actionable insights which will promote access and utilization of the data both internally and during external engagements.

MAJOR RESPONSIBILITIES:


25% DATA STRATEGY, GOVERNANCE AND MANAGEMENT

  • Lead, design and implement a regionally contextualized data and analytics framework aligned with Our Promise Phase 3 and Results for Children framework, East Africa’s specific priorities (HEA, WASH, Sponsorship, CWB, GAM, Advocacy, and F&D).
  • Provide strategic guidance to leadership and FOs on data-driven planning, resource allocation, and policy development
  • Translate global data priorities into East Africa specific actionable plans across both humanitarian and development programming.
  • Establish and manage secure, accessible data repositories that integrate emergency, sponsorship, sectoral, support including Regional Finance and Procurement and grant-related data.
  • Define and implement regional data quality management standards
  • Maintain metadata repositories to ensure data and related data sources are well-documented.
  • Collaborate with sector and support units to ensure consistency of data definitions.
  • Ensure adherence to data governance policies, including privacy, security, and ethical use.

10% DATA CULTURE AND CAPACITY BUILDING

  • Support training of RO/FO staff in liaison with global teams on data literacy
  • Support ethical data practices and help build a culture where decisions are driven by evidence
  • Build the capacity of the Field Offices on advanced data analytics including and tools.
  • Coordinate cross-country peer learning and regional community of practice on data and analytics.

30% DATA COLLECTION, PROCESSING AND ANALYSIS

  • Support the development of AIM tools and methodologies within the East Africa Region
  • Integrate and analyze data from multiple sources such as iMPAQ, AIM, humanitarian 3W/4W/5W systems.
  • Design regional dashboards and automated reports that provide real-time access using tools like Power BI.
  • Ensure interoperability between systems used for sponsorship, humanitarian coordination, sectoral programs, and grants.
  • Analyse quantitative and qualitative data to assess program performance, beneficiary needs, and emerging trends
  • Create compelling visualizations and reports that demonstrate impact of WV work

  • Lead regional synthesis of AIM data using descriptive, inferential, and predictive analytics.
  • Produce evidence products (e.g., learning briefs, synthesis reports) for internal and external use.
  • Collaborate with DMEAL Senior Advisor to ensure data quality and consistency.
  • Support adaptive management and strategic learning through data insights.
  • Expand beyond AIM to include coordination with knowledge platforms and tools that promote evidence accessibility.
  • Support the development of learning products that synthesize evidence into digestible formats for multiple audiences (programming, advocacy, external relations).

10% INTERNAL AND EXTERNAL COLLABORATION

  • Ensure FO and regional office are fully aligned with global frameworks while also responding to East Africa-specific needs.
  • Collaborate with regional sector leads, HEA, GAM, sponsorship, IT, and Strategy teams for integrated data solutions.
  • Engage with external partners to position World Vision East Africa as a leader in child-focused analytics in both development and humanitarian contexts.

KNOWLEDGE, SKILLS AND EXPERIENCE:

  • Minimum of 7 years working in data analytics, business intelligence, Monitoring & Evaluation (M&E), or results-based program design preferably in humanitarian or development contexts.
  • Demonstrated ability to design, implement, and manage data platforms, information
  • systems and visualization tools (e.g., Power BI, Power Apps, mobile data collection platforms) to support evidence-based decision-making.
  • Experience applying child-focused metrics and frameworks or similar impact
  • measurement models.
  • Proven ability to conduct descriptive, inferential, and predictive analytics to generate actionable insights and inform program adaptation.
  • Proven ability to work across technical sectors and engage with external partners (e.g.,
  • INGOs, UN agencies, donors) to drive innovation and influence.
  • Experience working in multicultural, matrixed organizations, with the ability to navigate complex stakeholder environments.

Required Professional Experience:

  • First degree in Data Science, Statistics, Economics, Mathematics, Computer Science.
  • Master's degree in related field will be an added advantage
