The Field Support Services Project (FSSP) is a GAC supported initiative, managed by Alinea International in Tanzania, mandated to provide administrative, technical, and logistical support to Canada’s development cooperation program. It enhances the effectiveness of Canadian assistance by offering expert services, local knowledge, and operational support. Within the FSS framework, Technical Specialists play a key role – delivering sector‑specific expertise, conducting in‑depth analyses, and advising on programming to ensure alignment with Tanzania’s priorities and Canada’s development objectives.

Canada’s longstanding development cooperation with Tanzania reflects a deep partnership focused on sustainable and inclusive development. Canada provides significant support to the Tanzanian health sector, through strengthening primary health care and advancing sexual and reproductive health and rights. This consultancy will inform the planning of Canada’s international assistance with a focus on building health partnerships drawing on Canadian expertise, technologies, and commercial health sector solutions to address needs aligned with Tanzania’s health priorities. The work will inform programming, enhance policy advocacy, and support strategic partnership building in Tanzania.

Responsibilities or duties

The Tasks for the Medical Products and Health Technology Specialist include, but are not limited to:

  • Provide analysis on gaps, needs, regulatory requirements, and the role of other partners and/or donors in Tanzania’s health sector, with a specific focus on medical products and health technologies.
  • Provide technical assistance to Global Affairs Canada (GAC), the Government of Tanzania, and other development stakeholders to identify and foster the integration of Canadian medical products and health technologies into Tanzania’s health system, ensuring they address local health needs and contribute to sustainable solutions.
  • Advise on Canadian policy and options related to the integration of medical products and health technologies into international assistance programming.
  • Support GAC’s engagement with the Government of Tanzania and other development partners in this area.
  • Maintain updated knowledge of relevant stakeholders, policies, strategies, investments, and programs in Tanzania.

The activities may include:

  • Monitoring government priorities, policies, and trends in medical products and health technologies.
  • Reviewing legislation, regulations, and strategic documents to identify barriers and opportunities for Canadian firms.
  • Analyzing the investment landscape, including blended finance and innovation opportunities aligned with Tanzanian priorities.
  • Identifying opportunities for Canadian companies to enter the Tanzanian market, including matchmaking and partnership facilitation.
  • Facilitating dialogue on technology transfer, supply chain modernization, and investment partnerships.
  • Participating in technical platforms, working groups, and coordination fora.
  • Contribute to strategic planning, project development, and implementation.
  • Support preparations for events and meetings, including briefing materials and coordination with relevant partners.
  • Perform other duties and activities as requested in support of GAC’s engagement in this area.

Qualifications or requirements (e.g., education, skills)

  • Degree in public health, health systems management, OR a related field. OR
  • Degree in business/market-oriented degree with demonstrated experience in the health sector.
  • Additional training or certification in market systems, procurement, health regulations, technology innovation, or trade and investment frameworks related to the health sector is considered an asset.
  • Fluency in spoken and written English and Swahili.

Experience needed

  • Candidates from either a health discipline with demonstrated business experience or from a business discipline with demonstrated experience in the health sector.
  • A minimum of 8 years cumulative professional experience in health sector markets OR business administration/private sector markets with demonstrated experience working at the intersection of health systems and private sector markets.
  • Candidates should have demonstrated ability to translate health system priorities into market and partnership opportunities.

Knowledge of Tanzania’s health system and related supply chains, procurement frameworks and processes, the role of the private sector (both domestic and international) in meeting supply and technology needs and gaps in the health industry.

Familiarity with trade facilitation, investment promotion, and regulatory compliance in Tanzania’s health sector.

In addition to the key qualifications above, the incumbent is also expected to demonstrate the following skills and competencies:

  • Ability to liaise effectively with stakeholders such as government officials, development partners, and civil society organizations.
  • Strong research, analytical and writing skills, with a focus on the ability to synthesize and present information and advice in a coherent and organized fashion.
  • Strong in-person communication and presentation skills.
  • Provide analysis on gaps, needs, regulatory requirements, and the role of other partners and/or donors in Tanzania’s health sector, with a specific focus on medical products and health technologies.
