Role Overview
The Finance and Administration Manager will provide strategic leadership across financial management, administrative operations, procurement, and risk compliance. Serving as a key advisor to executive management, the role ensures robust financial control, full regulatory and donor compliance, efficient administrative workflows, and overall organizational sustainability.
Key Responsibilities
1. Strategic Leadership & Governance
- Advise the Executive Director and Senior Management Team on strategic financial planning, budgeting, and long-term resource mobilization.
- Develop and refine organizational finance and administrative policies to uphold transparency, accountability, and continuous operational improvement.
2. Financial Management & Reporting
- Lead annual budgeting, financial forecasting, cash flow management, payroll, and banking operations.
- Prepare accurate monthly, quarterly, and annual financial statements for the Board, management, donors, and regulatory bodies in line with IFRS.
- Oversee donor funds and project budgets to ensure optimal utilization and accurate financial tracking.
3. Administration, Procurement & Operations
- Oversee office administration, procurement procedures, logistics, asset management, and inventory controls.
- Supervise administrative staff, manage vendor contracts, ensure proper insurance coverage, and maintain central institutional records.
4. Audit, Compliance & Risk Management
- Maintain an organizational risk register and perform periodic financial and operational risk assessments.
- Ensure strict adherence to Tanzanian statutory tax laws, labor regulations, procurement standards, and donor mandates.
- Coordinate internal and external audits, compile required documentation, and execute corrective action plans based on audit recommendations.
Qualifications & Requirements
Academic & Professional Qualifications
- Education: Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
- Professional Certification: Active CPA (T), ACCA, or an equivalent recognized professional accounting credential is mandatory.
- Advanced Degree: Master’s degree in Finance, Accounting, or Business Administration is an added advantage.
Work Experience Requirements
- Total Experience: Minimum of 5 years of progressive experience in finance and administration.
- Leadership Experience: At least 3 years serving in a supervisory or managerial capacity.
- Sector Background: Prior experience with NGOs, donor-funded projects, or membership-based organizations is highly desirable.
Core Competencies & Technical Skills
- Deep understanding of Tanzanian tax laws, labor laws, procurement guidelines, and international donor compliance frameworks.
- Strong proficiency in modern accounting software and advanced Microsoft Excel.
- Demonstrated financial analysis, budgeting, risk assessment, and decision-making capabilities.
- High ethical standards, strong leadership presence, excellent communication skills, and a commitment to inclusive development.
