For every child, a vision
• Tanzania has sustained high levels of economic growth over the past few years, with an average annual growth rate of 5.8%. However, the economy slowed down in 2020 with a growth rate of 2% down from 5.8%, with important consequences on poverty.
• In close collaboration with Government and partners, UNICEF conducted a number of studies documenting socio-economic trends vis-a-vis the national vision and aspirations to transform the economy and sustainably transition to middle-income status. To achieve this goal, the government requires a healthy balance between economic and social investments.
• UNICEF also worked closely with REPOA, ODI and DEGE to support the Ministry of Finance and Planning (MoFP) and the President’s Office of Regional Administration and Local Government (POLARG) to deepen the understanding of the status of intergovernmental fiscal transfers in Tanzania. The research findings were presented in (i) a report analyzing the equity and effectiveness of intergovernmental fiscal transfers at the national level for the delivery of education and health services, (ii) a brief illustrating the status of resources allocation formulae utilization for health and education, and (iii) a case study on intra-regional inequities with a focus on Songwe region.

How can you make a difference?
• Under the overall supervision and guidance of the Economist of the Social Policy Section, on the basis of selected publications, the consultant/writer will produce two outputs.
• Social Policy Outlook (15-20 pages): The consultant will prepare a synthetic overview of key findings from a broad range of analytical publications. Key documents include, but are not limited to the following publications: (i) “Raising the Bar: Achieving Tanzania’s Development Vision” (WB, 2021); (ii) ”The journey of a child in the United Republic of Tanzania 2021” (UNICEF, 2022); (iii) “10 things to know about children living in urban contexts in the United Republic of Tanzania” (UNICEF, 2022); (iv) “The State of Zanzibar’s Children: Evidence from the Zanzibar Household Budget Surveys (2010–2020)” (UNICEF, 2022); (v) “The State of Tanzania’s Children: Evidence from the Tanzania Mainland Household Budget Surveys (2010–2020)” (UNICEF, 2022); (vi) “The socioeconomic implications of the demographic transition in Zanzibar: From childhood to adulthood” (UNICEF, 2022); (vii) “The socioeconomic implications of the demographic transition in Tanzania Mainland: From childhood to adulthood” (UNICEF, 2022); (viii) Early Child Development investment case (UNICEF, 2022); (ix) Ujana
• Salama and Stawisha Maisha investment case (UNICEF, 2022); (x) “Budget Issue Papers FY 2021/22” (UNICEF, 2022); (xi) “Intergovernmental fiscal transfers analysis”.
• The effective implementation of intergovernmental fiscal transfers (20-30 pages): The consultant will prepare a summary report providing an overview of the relevance, efficiencies, and efficacies of intergovernmental fiscal transfers for the effective and equitable delivery of health and education services in Tanzania based on three existing studies: (i) a report analyzing the equity and effectiveness of intergovernmental fiscal transfers at national level for the delivery of education and health services, (ii) a brief illustrating the status of resources allocation formulae utilization for health and education, and (iii) a case study on intra-regional inequities with a focus on Songwe region. The document will contribute to providing a deeper understanding of the status of intergovernmental transfers in Tanzania and the implications for health and education services delivery. The publication is expected to illustrate new evidence and provide actionable policy recommendations to improve social services delivery and, ultimately, health and education outcomes.

Payment Schedule.
Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory if work/output is incomplete, not delivered or failure to meet deadlines. The Consultant will be paid 100% of total cost upon submission of the final outputs.

Assessment / Selection Process And Methods
• Evaluations: The applicant should submit both technical and financial proposals which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
• Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing the proposed budget breakdown of consultancy cost for each deliverable (fees, travels and accommodation) and eventual total consultancy cost.

Technical proposal will be evaluated on the following the criteria:

Desk-based review of selected publication and existing analyses and research to edit/consolidate/contextualize as well as summarize the findings to produce the output highlighted above.

Medical Evacuation Coverage.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

Duration And Location Of The Consultancy
This consultancy covers a period of 30 working days from 1 December 2022 to 31 May 2023. The incumbent will be working remotely. (no travel needed for this consultancy)

REPORTING
The consultancy will be reporting to the economists of the Social Policy Section.
To qualify as an advocate for every child you will have…
• University degree in social sciences or a closely related field.
• Minimum of 8 years of relevant professional work experience at national and international level in analysis, report writing and copy editing on child rights related work.
• Extensive experience elaborating analytical studies as well as producing timely and high-quality analytical reports.
• Excellent analytical, communication, advocacy and report writing skills.
• Computer literacy, especially with excel, is required.
