Job Overview

FHI 360 is seeking a Senior Technical Advisor (STA), Public-Private Partnership (PPP) & Governance to provide strategic leadership, technical direction and operational oversight for the design, implementation and management of public-private partnership initiatives under the FHI 360 Supply Chain project.

The position will serve as a key liaison between the Government of Tanzania, including the Ministry of Health (Mainland and Zanzibar) and PMO-RALG, and private-sector stakeholders such as local manufacturers, private distributors, logistics service providers and digital technology innovators.

History

The Senior Technical Advisor will identify, develop and scale sustainable, market-driven partnerships that strengthen health supply chain performance, commodity security and system resilience. The role will also advance private-sector solutions in forecasting, procurement, distribution, data visibility and supply chain financing.

Key Responsibilities

  • Provide strategic and technical advice to government institutions on strengthening governance structures, institutional accountability, transparency and performance management across the health supply chain.
  • Support the development, review and implementation of governance frameworks, policies, guidelines, standard operating procedures and institutional arrangements to improve supply chain management.
  • Support the establishment and strengthening of governance and coordination mechanisms among the Ministry of Health, PO-RALG, Medical Stores Department (MSD), regulatory authorities and other supply chain stakeholders.
  • Design and implement a comprehensive private-sector engagement strategy aligned with national guidelines to strengthen public health supply chains.
  • Identify, evaluate and develop collaborative partnerships with private logistics service providers, distributors, third-party logistics providers (3PLs) and technology companies.
  • Provide technical assistance to the Ministry of Health and MSD to safely integrate private-sector capacities into national supply chain systems.
  • Strengthen institutional governance structures to support transparent contract management, risk sharing and strategic health financing models between public and private entities.
  • Facilitate partnerships that advance digital health systems, tracking technologies and data visibility solutions through private-sector expertise.
  • Monitor and evaluate PPP initiatives against project metrics, ensuring alignment with U.S. Government regulations and global best practices.
  • Support compliance with organizational policies, applicable laws, regulations, donor requirements and industry standards.
  • Conduct periodic reviews of supply chain processes to identify governance gaps, control weaknesses, inefficiencies and compliance risks.
  • Develop risk registers and advise on appropriate mitigation measures for supply chain-related risks.
  • Develop and monitor supply chain governance KPIs and management dashboards.
  • Prepare periodic governance reports highlighting key risks, compliance issues, performance trends and recommended actions.

Applied Knowledge and Skills

Candidates should have:

  • Knowledge of compliance, risk and internal control management.
  • Strong communication, facilitation and negotiation skills.

Education

A Master’s degree in any of the following or a related field:

  • Business Administration (MBA)

Experience and Other Requirements

  • Minimum of 7–10 years of progressive responsible experience in public-private partnerships, governance, strategic partnerships, supply chain operations or private-sector engagement, preferably within U.S. Government-funded or international health initiatives.
  • Demonstrated experience working with the Ministry of Health in Mainland Tanzania and Zanzibar, PMO-RALG, MSD, regulatory authorities, development partners and private-sector stakeholders.
  • Proven experience developing, structuring and managing PPPs, including coordinating and facilitating engagement between government institutions, private-sector entities, development partners and other stakeholders.
  • Strong understanding of Tanzania’s public health landscape, private/commercial health markets and pharmaceutical logistics networks.
  • Knowledge of the relevant policy and regulatory environment, health commodity systems and pharmaceutical systems.
  • Demonstrated knowledge and experience navigating public procurement legal frameworks and standard PPP guidelines in Tanzania.
  • Advanced negotiation, contract design and cross-sector stakeholder management skills.

Supervision

Reports To: Associate Director – Supply Chain

History

The position will also provide mentorship and capacity strengthening to junior-level staff on PPP and governance.
