Background

The Zanzibar Revenue Authority (ZRA) is a government institution established under the Zanzibar Revenue Authority Act No. 11 of 2022, mandated to collect government revenue from domestic sources efficiently and in accordance with the law. To strengthen its risk management and revenue protection functions, ZRA is inviting qualified Zanzibari citizens to apply for the position of Risk Management Officer on a twelve-month temporary employment contract based in Unguja.

This position offers an excellent opportunity for young professionals with strong analytical, financial, and risk assessment skills to contribute to revenue risk identification, tax compliance monitoring, and the development of strategies aimed at minimizing revenue leakages. The successful candidate will work closely with various departments to support data-driven risk management initiatives and enhance tax administration effectiveness.

Responsibilities

  • Collect, analyze, and interpret information to identify risks affecting revenue collection.
  • Assess taxpayer, business sector, and economic activity risks using data analysis techniques.
  • Develop and update Risk Indicators to assist in selecting taxpayers for audits and special investigations.
  • Analyze tax compliance trends to identify potential tax evasion and revenue leakages.
  • Create Risk Profiles for taxpayers, business sectors, and tax zones.
  • Collaborate with Audit, Investigation, Registration, and Tax units to manage and control revenue risks.
  • Design and manage risk analysis systems using data and technology.
  • Provide expert advice and recommendations on revenue risk management to relevant units.
  • Prepare risk analysis reports and propose mitigation measures.
  • Perform other professional duties assigned by the supervisor.

Qualifications Required

  • Must be a Zanzibari citizen.
  • Must possess a Bachelor’s Degree in Data Science, Actuarial Science, Accounting, Taxation, Economics, or a related field from a recognized institution.
  • Must be 30 years of age or younger.
  • Strong computer skills.
  • Understanding of risk analysis and risk assessment methodologies.
  • Proficiency in Advanced Excel, Power BI, Tableau, SPSS, STATA, R, or Python.
  • Knowledge of risk management frameworks.
  • Ability to analyze large taxpayer datasets to identify revenue risks.
  • Ability to prepare risk analysis reports and recommend mitigation measures.
  • Understanding of tax laws, tax auditing, and tax compliance processes.
  • Honest, attentive, and capable of maintaining operational confidentiality.
