The Zanzibar Revenue Authority (ZRA) is a government institution established under the Zanzibar Revenue Authority Act No. 11 of 2022, with its headquarters located in Mazizini, Zanzibar. The Authority is responsible for collecting government revenue from domestic sources efficiently and in accordance with applicable laws. To strengthen revenue collection and enhance taxpayer services, ZRA is seeking qualified Zanzibari citizens to fill temporary Revenue Officer Grade II positions for a period of twelve months in Unguja and Pemba.
The 23 Revenue Officer Grade II will support tax administration activities by assisting with taxpayer registration, compliance monitoring, tax audits, revenue protection initiatives, taxpayer education, and records management. The role is suitable for graduates with strong analytical skills, integrity, and a commitment to public service and revenue administration.
Responsibilities or duties
- Receive, record, verify, and safely maintain taxpayer returns and related documents
- Assist in auditing taxpayer records to ensure compliance with tax laws and regulations
- Support verification and assessment of tax claims and declarations
- Identify potential areas of revenue leakage and recommend corrective measures
- Assist in recommending taxpayers for audits and investigations where necessary
- Monitor the issuance and use of electronic fiscal receipts during sales transactions
- Encourage members of the public to request receipts when making purchases
- Follow up on unregistered businesses to ensure tax registration and compliance
- Track taxpayers who fail to submit tax returns or submit nil returns without justification
- Maintain accurate and secure taxpayer records and documentation
- Assist in educating taxpayers on the use of electronic receipt machines and tax compliance procedures
- Support the development of strategies to improve revenue collection performance
- Prepare and submit performance and operational reports to supervisors
- Perform any other duties assigned by management or supervisors
Qualifications or requirements (e.g., education, skills)
- Must be a Zanzibari citizen
- Bachelor’s Degree in Taxation, Accounting, Finance Management, Business Administration, Economics, or a related field from a recognized institution
- Must be 30 years of age or below
- Computer literacy is mandatory
- Knowledge of accounting software packages such as MYOB, PASTEL, QuickBooks, or similar systems is an added advantage
- Ability to work independently with minimal supervision
- Strong analytical and problem-solving skills
- High level of integrity, honesty, and ethical conduct
- Ability to maintain confidentiality of government and taxpayer information
- Trustworthy and dependable character
- Willingness to work beyond normal working hours when required
- Good communication and interpersonal skills
- Strong organizational and record management skills
