Request For Expression of Interest: Provision of Emergency Pipeline Repair Services Tanzania Tender at East African Crude Oil Pipeline (EACOP) Ltd

East African Crude Oil Pipeline (EACOP) Ltd invites suitably qualified, experienced and reputable companies, organizations, or joint ventures to express their interest in providing the Emergency Pipeline Repair Services to East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of a buried and cross border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda and 1,147 km in Tanzania. In Uganda the pipeline will traverse ten (10) districts and in Tanzania, eight (8) regions comprising Kagera, Geita, Shinyanga, Tabora, Singida, Dodoma, Manyara and Tanga, 27 administrative District Councils, and 231 villages.

BRIEF DESCRIPTION OF THE SCOPE OF SERVICES:

The Scope of Work includes emergency response, provision of manpower and equipment, working preparation, excavation activities, and specialized repair activities, in the event of any fault or damage occurring during the operation of the EACOP Project. Contractor’s responsibilities include:

1. MAIN ACTIVITIES

  • Standby and Response Readiness.
    • Maintaining on-duty standby personnel with full 24/7 response capability.
    • Maintaining, preserving, and ensuring readiness of all emergency tools, materials, equipment, and machinery required for rapid intervention.
  • Immediate Response and Logistics.
    • Immediate Transportation and mobilization of required personnel, tools, materials, equipment, and machinery upon identification/ notification of fault/damage.
  • Working Establishment and Management.
    • Setting up a secure workline, including fencing, shelters, laydown areas, and temporary facilities, where required.
    • Establishing safe access to the damaged area and managing all working operations in accordance with Company requirements, safety rules, and applicable international standards.
  • Soil Works and Excavation Activities.
    • Preparing the excavations area and performing excavation activities to expose the buried and damaged system(s).
    • Maintaining proper access and march stabilization to ensure safe working conditions.

MINIMUM REQUIREMENTS:

Companies, Organizations, or Joint Ventures expressing their interest are invited to submit documentation of their request with:

  • Brief description of experience, expertise, and capacity to deliver the required scope of services.
  • Proof of certified personnel/manpower who will be responsible to perform the services.
  • Valid Business License.
  • Proof of registration with the Tanzania Bureau of Standards (TBS).
  • Certificate of Incorporation and recent BRELA search (attach certified e. Management and Coordination of “Specialized Repair Activities”).
    • Providing personnel, equipment, and machinery during repair activities.
    • Assisting with coordination and logistical support throughout the repair activities.
  • Work Site Demobilization.
    • Demobilizing all temporary installations, restoring the worksite, and ensuring proper cleanup after completion of the repair works.

2. SPECIALIZED REPAIR ACTIVITIES

  • Preparation and submission of required engineering, quality, safety, and execution documentation.
  • Fault/damage identification, repair, and/or replacement, and final testing for the following systems:
    • Pipeline and Main Line Block Valves.
    • Pipeline Fibre Optic System.
    • High Voltage Cable System.
    • Fibre Optic Cable (FOC) System.

3. ADDITIONAL CLARIFICATION

It is preferable to award the entire Scope of Work described herein to a single Contractor, provided that the Contractor has the required capability and resources to undertake and perform all these activities.

However, if a single Contractor cannot undertake all these activities, Partnership and/or Joint Ventures arrangements between the Contractor and Specialized Service Company(ies) are recommended. In such case, all the arrangements shall be identified in the EOI Submission, including a clear allocation of responsibilities between the Parties.

  • Compliance with Local Content Regulations, 2017 and Local Company definition.
  • Proof of registration with the Tanzania Revenue Authority (TRA) and Tax Clearance Certificate.
  • Financial capacity evidence including audited financial accounts for the last three years.
  • Evidence of Quality, Health, Safety, and Environment (QHSE)

safety rules, and applicable international standards.

Soil Works and Excavation Activities.

  • Preparing the excavation area and performing excavation activities to expose the buried and damaged system(s).
  • Maintaining proper access and march stabilization to ensure safe working conditions.

MINIMUM REQUIREMENTS:
Companies, Organizations, or Joint Ventures expressing their interest are invited to submit documentation of their request while:

  • Brief description of experience, expertise, and capacity to deliver the required scope of services.
  • Proof of certified personnel/merge over who will be responsible to perform the services.
  • Valid Business License.
  • Proof of registration with the Tanzania Bureau of Standards (IRS).
  • Certificate of incorporation and recent BRELA search (attach certified copy).
  • Proof of Registration with the EWUSA Local Supplier Service Provider (LSSP) database, or a copy of an approved application of the time of submission of the response to this expression of interest, is strongly recommended.
  • Compliance with local Content Regulations, 2017 and Local Company definition.
  • Proof of registration with the Tanzania Revenue Authority (TRA) and Tax Clear monic Certificate.
  • Financial capacity evidence including audited financial accounts for the last three years.
  • Evidence of Quality, Health, Safety, and Environment (QHSE) management system compliant with local and industry standards for similar works.
  • Proof of Anticorruption, Anti-bribery, Compliance and Human Rights policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents, through an email to procurement.tz@eacop.com (note: email size 20MB) on or before 17:00 hours East African Time (EAT), on 29th December 2025 Email subject shall be: REO-00000963
Provision of EMERGENCY PIPELINE REPAIR SERVICES – TANZANIA. Statements of EOI should be no more than twenty (20) pages long.
All Expressions of Interests should be submitted in the English Language.

Notes: EACOP Ltd will review and assess the documents provided by Companies, Organizations, or Joint Ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which Companies, Organizations or Local Joint Ventures will be included in the draft prepared list of pre-qualified Companies, Organizations or Local Joint Ventures. Only the pre-qualified Companies, Organizations, or Local Joint Ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to bid as a continuation of the Call for Tender Process. EACOP Ltd reserves the right of its sole discretion to make the decision to select or reject a Company, Organization, or Local Joint Venture and maintain its decision without having to give reasons to the Company, Organization, or Local Joint Venture concerned.
