The Fiscal Affairs Department (FAD) of the IMF is seeking an experienced Public Financial Management (PFM) expert for the Regional Technical Assistance Center for East Africa (AFRITAC East), located in Dar Es Salaam, Tanzania. The Center provides capacity development support to Eretria, Ethiopia, Kenya, Malawi, Rwanda, South Sudan, Tanzania, and Uganda.

The successful candidate will help improve the management of public resources in these countries by assisting with PFM reform implementation, particularly in the areas of institutional and legal frameworks for PFM; budget formulation and execution; cash and debt management; public investment management; fiscal risk management; and fiscal transparency, reporting, and governance. Gender, digitalization, and climate change aspects of PFM are also relevant.

As part of a small team, and working closely with staff from IMF Headquarters, the regional PFM advisor will coordinate and deliver PFM capacity development support to ministries of finance and related institutions. In doing so, they will engage with senior officials and technical staff, as well as with other development partners. The PFM advisor will also support the Center Coordinator in developing and implementing the AFRITAC East PFM workplan, in close consultation with FAD; participate in Headquarters-led activities; hire and supervise short-term PFM experts; and deliver training events such as regional workshops and seminars.

The advisor is expected to be appointed for an initial period of one year, which can be extended subject to work performance. They will work under the general administrative direction of the Center Coordinator, while on technical and substantive issues, they will report to FAD staff at IMF Headquarters.

Qualifications
Applicants should have a relevant university degree or equivalent (at least at master’s level), preferably in economics, finance, or accounting, and at least four years of experience. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution, development partner, or major consulting firm. Familiarity with budget execution, including accounting reforms, expenditure controls, and fiscal reporting, will be an advantage, as would professional qualifications in accounting. The successful candidate would have broad experience of supporting the implementation of PFM reforms.

For this position, applicants should possess strong oral and written English communication skills, excellent interpersonal skills, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, and a willingness to travel extensively. Experience in delivering capacity development support in low- and middle-income countries, including organizing and conducting training courses and workshops, is highly desirable. Work experience in the AFRITAC East region would also be an advantage.

This position is not based at the Fund’s Headquarters in Washington, DC; as a result, the vacancy will close at 11:59 PM at the local time of the job location
