Job Title: Regional PMTCT/Pediatric Monitoring and Evaluation Advisor
Reports To (Title): CQUIN Senior Strategic Information Manager
Location: Kenya, Eswatini, or other TBD country in Sub-Saharan Africa

Position Summary:
The HIV Coverage, Quality, and Impact Network (CQUIN) is a multi-country learning network dedicated to improving differentiated service delivery for people living with HIV. Towards this end, ICAP aims to catalyze the delivery of high-quality differentiated HIV services at scale by supporting a network of countries in sub-Saharan Africa at various stages of implementing differentiated services delivery, enabling experience sharing, cross-learning, and collaborative problem solving. Working closely under the supervision of the CQUIN Senior Strategic Information Manager, the Regional PMTCT/Pediatrics Monitoring and Evaluation Advisor provides technical assistance to the CQUIN project team and to CQUIN countries on enhancing the quality of and building capacity in monitoring and evaluation (M&E) of differentiated services delivery for prevention of mother-to-child transmission (PMTCT) and pediatric populations with a focus on building sustainable public-sector systems. This technical assistance includes helping to establish or improve systems for routine, periodic, and ad-hoc data collection, and strengthening data use and dissemination at the facility, community, subnational, or national levels. Effective performance will require sustained engagement with CQUIN countries to understand challenges and opportunities for strengthening programs, and to contribute towards setting CQUIN SI priorities more broadly. This position is grant funded.

Major Accountabilities:
• Lead efforts to continually update DSD data from CQUIN member countries, including:
• Technical support for ICAP-supported DSD Performance Review meetings in CQUIN member countries
• Provide key support to develop and/or update and implement a CQUIN
PMTCT/Pediatrics capability maturity model
• Technical support for CQUIN country teams to complete baseline and annual CQUIN capability maturity model dashboards
• Frequent, regular calls and communication with country-level informants (e.g., national DSD coordinators and other MOH staff, PEPFAR staff, implementing partners and others)
• Design and management of a knowledge management system for CQUIN member country data
• Periodic visits to CQUIN network countries to review DSD-related data
• Support DSD-related data synthesis and presentation, including:
• Interpret and synthesize data and develop presentations featuring user-friendly data visualizations to convey complex information in an understandable fashion using tools such as MS Excel, MS PowerPoint, and Power BI
• Support development of high-quality presentations of CQUIN member country data as needed for project activities, including slides, posters, and infographics for the CQUIN website
• Provide technical assistance, training and capacity building related to M&E of DSD, including:
• Train and mentor CQUIN partner country staff on M&E of DSD, data visualization, and
DSD Performance Review methodology o Support and participate in CQUIN’s M&E Community of Practice
• Maintain close communication with the CQUIN Strategic Information team located in ICAP’s headquarters in New York
• Substantial international travel is required – 4-7 trips yearly of approximately 1 week in duration
• Other duties as required

Education: Advanced degree in Public Health, Statistics, Epidemiology, or related field

Experience, Skills, and Minimum Qualifications:
• Minimum 8 years’ experience in the design, implementation and management of health monitoring and evaluation systems in sub-Saharan Africa
• Fluency in written and spoken English
• Strong skills in data management, analysis, statistics, and/or related fields
• Knowledge of and experience in health information management systems, database maintenance, and patient-level databases
• Demonstrated computer skills, including proficiency with Word and PowerPoint and the ability to rapidly process and analyze data using MS Excel
• Experience working with complex programs involving short deadlines and multiple tasks, in coordination with multiple partners to achieve program result

Preferred Experience, Skills, and Qualifications:
• Experience and skills in use of data visualization software such as MS Power BI
• Experience providing regional technical assistance
