About HJFMRI Tanzania Program
The Walter Reed Program Tanzania (WRP-T) is a collaborative effort that supports PEPFAR funded HIV prevention and treat­ment activities in the Southern Highlands and within the Tanzania People’s Defense Forces (TPDF). HJF Medical Research In­ternational, Inc. Tanzania (HJFMRI-T) is a local non-profit that has supported these efforts since 2004 for the Walter Reed Army Institute of Research (WRAIR). PEPFAR activities are conducted in close collaboration with the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children; and the President’s Office of the Regional Administration and Local Government (PORALG), through the Regional and Council Health Management Teams.
HJFMRI-T provides care and treatment to people affected by HIV/AiDS and has been actively involved in HIV and AIDS programming, providing resources, personnel, and services to the Southern Highlands Zone. The program has expanded from supporting the Mbeya Zonal Referral Hospital to becoming a hub for anti-retroviral treatment in the zone; to community support through decentralized services, with the overall objective of implementing research, clinical HIV, prevention, care, and treatment services. HJFMRI-T currently operates in four regions in the Southern Highlands zone, which are Mbeya, Rukwa, Katavi, Songwe, and Ruvuma region for Voluntary Medical Male Circumcision (VMMC) intervention. The program also supports TPDF in implementing comprehensive HIV prevention care and treatment programs in 21 sites throughout the country.

Job Title: PMTCT Advisor
Reports to: Associate Director, Clinical Services.
Location: Mbeya, Tanzania

Job Summary:
The purpose of this position is to provide technical programmatic and clinical advice and direction in the implementation and scaling-up of PMTCT services within Southern Highland zone. The PMTCT Technical Advisor will be part of a team of experts whose areas of work will include scaling up of PMTCT services, PITC, ART, Viral Load Monitoring, Early Infant Diagnosis (EID) and TB/HIV services among pregnant and Breast-feeding mothers. The incumbent will be a technical lead on the PMTCT program and will strategically provide directions to roll-out, implementation and monitoring of option B plus services in the zone. Further, the incumbent will directly work with Adult and Pediatric Programs as well as community organizations to ensure linkage across the continuum of care.
The PMTCT Technical Advisor will be based in Mbeya with frequent travel to Rukwa, Katavi, Songwe and Mbeya regions. She/ he will report to the Associate Director, Clinical Services.

Duties and Responsibilities
• Provide technical advice to the Associate Director Clinical Services, the program and HJFMRI-T regional teams, and RHMT/CHMTS on the scale up PMTCT services in the Southern Highlands regions.
• Provide technical support in the planning, implementation, monitoring and evaluation of HJFMRI-T PMTCT program.
• Support HJFMRI-T regional teams to build capacity of facility, Community partners and other stakeholders to deliver quality PMTCT services in the Southern Highlands.
• Technically support the HJFMRI-T regional PMTCT & Pediatric officers to ensure the clinical and data components of the PMTCT program are implemented in accordance with the national guidelines.
• Conduct quarterly supportive supervision to build capacity of the HJFMRI-T staff, RHMT, CHMT, and facility-based health-care workers for the delivery of quality PMTCT packages.
• Ensure service guidelines and protocols, SOP, and Job Aids are available, properly and constantly used by the health care providers at the facility level
• Provide technical support to ensure PMTCT program data are well captured, compiled and reported timely according to reporting schedules.
• Monthly review program data, analyze, provide interpretation, acknowledge best practices, and provide recommenda­tions for service improvement.
• Provide on-job training and mentorship for the health care workers on provision of PMTCT services.
• Establish and maintain a strong relationship with Regional MOH and District Health entities, and Faith – based organi­zations responsible for implementing the national PMTCT program.
• Establish and maintain a strong pool of Local PMTCT mentors responsible for execution of PMTCT mentorships at supported facilities.
• Establish and maintain a strong pool of M2M (Mama Mwambata) responsible for making follow ups and linking HIV Pregnant mothers to PMTCT services throughout their pregnancy and post-delivery at supported facilities
• Ensure effective integration of CQI activities in the PMTCT services and build capacity of PMTCT & Pediatric Officers, providers, and health management teams to use program data for program improvement.
• Technically support the program in development of the program procedures, systems, and referral mechanisms
• Assist in the development of community linkages and support groups for HIV positive mothers and their families to ensure a network of quality care.
• Develop strategies to strengthen Mother-Infant pair (HEI) follow up at least until weaning period, EID services and en­rollment of HIV positive infants on ART.
• Undertakes periodic review of implementation and operation of monitoring and reporting mechanism (SAPR and APR); including preparation of best practices and lessons learned.
• Participate in the Zonal RCH meetings to strengthen the integration of Pediatric HIV care and EID services in the zone and ensure services are linked with the National goals.
• Effectively represent HJFMRI in National/USG HIV TWG and Forum as it relates to PMTCT services.
• Write regular program reports as required.
• Travel to the sites to oversee program implementation (travel up to 50% of the time in the field)
• Perform any other related duty as assigned by the supervisor

Requirements:
• MD with master’s in public health (MPH) or similar degree and with over five years’ experience in providing technical support on PMTCT services.
• Experience with Pediatric HIV programming and/or RCH services
• Experience working with PEPFAR funded programs.
• Proven interpersonal skills and with ability to work effectively as a member of a team or independently
• Ability to deal effectively and diplomatically with multiple government agencies, non-governmental organizations, faith- based organizations, and the private sector
• Strong supervisory and management skills
• Proven verbal and written communication skills including a demonstrated ability to write technical documents and give state-of-the-art presentations
• Willingness to travel in Southern highlands up to 40% of the time
• Fluency in Kiswahili and English
