Prime Health Initiative Tanzania (PHIT) is a local non-governmental organization dedicated to improving community health outcomes through innovative, sustainable, and locally led health interventions. PHIT operates in Tanzania with a focus on strengthening health systems, promoting disease prevention, and enhancing access to quality health services.

In recent years, Tanzania’s health sector has seen a shift in donor funding priorities, with increased emphasis on self-reliance, cost-effectiveness, health system integration, and locally driven solutions. This changing funding landscape requires PHIT to realign its priorities, diversify funding sources, and strengthen partnerships with government, the private sector, and community stakeholders.

 
 

To effectively navigate this evolving environment and position itself for sustainable growth, PHIT intends to develop a Five-Year Strategic Plan (2026–2030). This plan will define the organization’s strategic direction, strengthen its operational framework, and guide programmatic, partnership, and funding strategies.

 

Purpose of the Consultancy

PHIT seeks to engage an experienced consultant (individual or firm) to lead a participatory strategic planning process that will:

  • Assess the organization’s current position, strengths and challenges in light of changing donor and policy environments
  • Reaffirm PHIT’s vision, mission and core values
  • Identify strategic priorities and pathways to financial sustainability
  • Outline a clear Monitoring, Evaluation and Learning (MEL) framework
  • Position PHIT to effectively engage local and international stakeholders, strengthen partnerships, and leverage emerging opportunities

The final deliverable will be a costed and actionable Five-Year Strategic Plan (2026–2030) with a phased implementation roadmap.

 
 

Scope of Work

The consultant will:

  1. Develop a participatory methodology for the strategic planning process 2. Conduct a situational and needs assessment, including:
  • External environment scan (political, economic, social, technological, legal, and environmental factors).
  • Donor funding landscape analysis (local, regional and global) o Internal organizational review (programs, governance, operations, HR, financial health).
  1. Guide key stakeholders mapping and facilitate consultations with staff, Board members, donors, government representatives, partners and beneficiaries
  2. Review PHIT’s current Theories of Change and support the development of a revised or new Organizational Theory of Change
  3. Develop strategic goals, objectives and key result areas with measurable indicators
  4. Propose resource mobilization strategies that reflect the shift toward diversified and sustainable funding
  5. Draft the Monitoring, Evaluation and Learning framework aligned with the strategic objectives
  6. Present a draft strategic plan for review and validation in a stakeholder workshop
  7. Incorporate feedback and produce a final, costed Strategic Plan (2026–2030) with:
    • Log frame and KPIs
    • Implementation roadmap with phased priorities o Communication and advocacy strategy
 

Deliverable Outputs

  • Inception report with detailed work plan and methodology
  • Situational analysis report (from internal and external)
  • Stakeholder consultation summary
  • Draft Strategic Plan for validation (Including vision/mission, strategic objectives, operational roadmap, M&E framework and risk analysis)
  • Presentation of Draft Plan to Board and Leadership for feedback
  • Final, costed Strategic Plan (2026–2030) with MEL framework and implementation roadmap
  • Handover Note: Summary of process, recommendations, and next steps.

Commitment to Quality Work

 

The consultant must ensure:

  • Evidence-based recommendations and realistic strategies
  • Inclusive participation of all relevant stakeholders
  • Timely delivery of outputs and responsiveness to feedback
  • High-quality editing and presentation of the final document

Methodology

 

The consultant will use a combination of:

  • Desk reviews of organizational documents and relevant national/international policies
  • Key informant interviews and focus group discussions
  • SWOT and PESTLE analyses
  • Participatory workshops
  • Data triangulation to ensure accuracy and credibility

Project Coordination

 

The Consultant shall be responsible to the Chief Executive Officer (CEO)

Qualifications and Experience

The ideal consultant/firm will have:

 
  1. Proven experience in strategic planning for NGOs or Public Health in Tanzania or East Africa
  2. Strong analytical, facilitation and report-writing skills
  3. Strong knowledge of current donor funding trends and local resource mobilization strategies
  4. Familiarity with Tanzania’s health sector and NGO operational environment
  5. Proven ability to lead stakeholder-driven processes and deliver high-quality, usable strategic documents
  6. Advanced analytical and facilitation abilities
  7. Ability to deliver within agreed timelines

Important Information

  1. Duration
    • The consultancy will not exceed two months.
  2. Payment Terms
    • Payments tied to deliverable milestones: Inception Report (20%), Draft Plan (40%), Final Strategic Plan (40%)
  3. Evaluation Criteria
    • Consultancy proposal and methodology — 40%
    • Relevant experience (NGO, sector etc.) — 30%
    • Quality of sample strategic planning deliverables — 30%
