JOB DETAILS:
Reporting lines Under the overall responsibility of the Country Director for ILO Country Office for the United Republic of Tanzania, Kenya, Uganda, Rwanda and Burundi (CO-Dar es Salaam) - the National Programme Officer (NPO) will directly report to the National Programme Coordinator (NPC) for Inclusive Growth, Social Protection and Jobs Programme based in the CO-Dar es Salaam. The NPO will work in coordination with other project staff, national partners and stakeholders involved in the coordination and implementation of public employment programmes in Tanzania. The incumbent will also work in close liaison with the EIIP Specialist attached to the ILO Decent Work Team in Pretoria, who is backstopping the project. .

  Description of Duties
• Advise implementing partners in the identification, planning, and implementation of infrastructure projects, under TASAF PSSN Programme, in a manner that increases and optimises labour intensity and quality of works;
• Provide technical support in the design, implementation, monitoring and maintenance of key TASAF PSSN Public Works subprojects such as: Rain water harvesting (Earth Dams, Charcoal dams, Hand dug well, Spring protection, Small scale irrigation and Rehabilitation of bridged dams); climate change management including Tree Nursery, Tree planting and Agroforestry; Compositing; Simple surveying techniques; Soil and water conservation; Basic construction technology and Construction/Rehabilitation of rural roads;
• Assist in developing simplified technical and managerial tools necessary for the planning, implementation and monitoring as well as procurement systems of project activities;
• Under the leadership of NPC, together with the TASAF PSSN Public Works technical team, support in the establishment of coordination and implementation capacity/framework including the development of terms of references for coordination units at national and Project Area Authority/district council levels;
• Support in reviewing, revising/amending current sectoral policies, regulations and legislative framework on EIIP towards the achievement of project outcomes;
• Assist in preparation of background information, programme briefs, periodical reports, gender analysis and related technical reports and statistical data on baseline and country context to support the design and implementation of public works programs in Tanzania mainland and Zanzibar;
• Support building the capacity of national implementing partners and support them in the development of programme activities in EIIP related issues including the facilitation of translation of ISPA PW assessment recommendations into implementation for improvements of TASAF PW component interventions in Tanzania;
• Assist in carrying out training needs and capacity assessment in order to build national capacity for employment intensive technology skills training. Support TEVET colleges and sector-based technical training institutions in packaging and rolling out innovative training modules that respond to current national needs;
• Participate in the development of Training curriculum and teaching materials for selected categories of training as well as in setting up demonstration sites;
• Assist in organizing and conducting awareness/training seminars, workshops and meetings as well as leading and guiding the development of manuals and training guides on pro-employment infrastructure development approach;
• Provide necessary technical support and mentorship to the emerging entrepreneurs to be trained under the youth empowerment project;
• Ensure the visibility of ILO and the Government of Tanzania and Ireland in all project activities and actively participate in resource mobilisation for similar projects;
• Assist in preparing periodic and ad hoc reports on the status of the ILO technical assistance intervention, and
• Perform other ILO office duties as may be assigned by the NPC or the ILO Director, Dar office


Competencies Ability to perform a variety of conceptual analyses required for project design, administration and evaluation techniques and practices; Demonstrated ability to consult, negotiate and work with multiple partners, including government, social partners and UN agencies and to foster cooperation and effective networks; Demonstrated ability to organise and facilitate meetings and workshops, good public speaking skills; Demonstrated ability to work in a multicultural team, good interpersonal skills; Demonstrated ability in gender mainstreaming will be an added advantage; and Good command of computer application skills.


Job Qualifications: Not Specified


Education University degree or equivalent qualification in civil and/or environmental engineering. Qualification in natural resources management, climate change, or related disciplines with expertise in social Analysis will be added advantage


Experience At least two years of proven experience in the infrastructure and/or environmental sectors particularly in policy and strategy formulation, project planning and management, capacity building for sector institutions, training and procurement of works and services. He/she should also have at least one year of working experience in employment intensive infrastructure works. Experience in social protection and familiarity with PSSN interventions implemented under TASAF will be an added advantage
