Action Against Hunger Tanzania is seeking a dedicated and detail-oriented Human Resource Officer to support the effective delivery of human resource operations and contribute to the achievement of organizational goals. The role is responsible for implementing HR policies and procedures, supporting workforce planning, managing employee lifecycle processes, administering payroll and benefits, maintaining HR records, and ensuring compliance with labor laws and organizational standards.

The successful candidate will play a key role in strengthening people management systems, enhancing employee experience, supporting staff development initiatives, and promoting a positive organizational culture. This position requires strong HR administration skills, attention to detail, professionalism, and the ability to handle confidential information with integrity.

Responsibilities or duties

Responsibilities

  • Support workforce planning and staffing requirements across departments.
  • Coordinate end-to-end recruitment and selection processes.
  • Prepare vacancy announcements and recruitment documentation.
  • Coordinate candidate sourcing, screening, interviews, and assessments.
  • Conduct reference checks and background verification processes.
  • Prepare employment contracts, offer letters, and recruitment documentation.
  • Coordinate employee onboarding and induction activities.
  • Monitor probation periods and employee confirmation processes.
  • Maintain recruitment records and track recruitment metrics.
  • Create and maintain complete and accurate personnel files.
  • Ensure employee documentation remains compliant with organizational requirements.
  • Administer employee contracts, amendments, promotions, transfers, and separations.
  • Maintain employee records within HRIS and other HR systems.
  • Monitor contract expiry dates and renewal schedules.
  • Manage leave administration, attendance records, and timesheets.
  • Coordinate employee onboarding and offboarding processes.
  • Archive personnel records in accordance with organizational policies.
  • Prepare and coordinate monthly payroll processing activities.
  • Verify payroll changes including new hires, salary adjustments, allowances, and employee exits.
  • Prepare statutory deduction schedules and payroll reports.
  • Coordinate timely submission of taxes and statutory contributions.
  • Administer employee medical insurance and benefits programs.
  • Conduct payroll reconciliations and payroll quality checks.
  • Respond to employee payroll and benefits-related inquiries.
  • Support salary review and compensation management exercises.
  • Coordinate performance management cycles and review processes.
  • Monitor probation reviews and annual performance evaluations.
  • Support managers with performance management tools and processes.
  • Identify employee training and development needs.
  • Coordinate learning and development activities.
  • Maintain employee training records and development plans.
  • Support succession planning and talent development initiatives.
  • Monitor implementation of performance improvement plans where applicable.
  • Provide guidance on HR policies, procedures, and employee matters.
  • Support the resolution of employee relations issues and workplace concerns.
  • Participate in disciplinary and grievance management processes.
  • Coordinate employee engagement, wellbeing, and welfare initiatives.
  • Promote safeguarding standards, organizational values, and the Code of Conduct.
  • Facilitate employee communication and feedback mechanisms.
  • Support diversity, equity, and inclusion initiatives.
  • Contribute to organizational culture development and change management efforts.
  • Monitor compliance with labor legislation and internal policies.
  • Prepare monthly HR reports, dashboards, and workforce analytics.
  • Support HR audits, compliance reviews, and implementation of corrective actions.
  • Monitor safeguarding compliance and reporting requirements.
  • Support HR policy review and development initiatives.
  • Assist with implementation and optimization of HRIS and digital HR systems.

Qualifications

  • Bachelor’s Degree in Human Resources Management, Business Administration, Commerce, Organizational Development, or a related field.
  • Professional Certification in Human Resource Management.

Experience needed

  • Minimum of three years of experience in a similar Human Resources role.
  • Experience working with an international NGO is an added advantage.
  • Experience using HRIS and payroll management systems.
  • Knowledge of payroll administration, statutory deductions, and payroll compliance.
  • Experience maintaining employee records and HR databases.
  • Proficiency in HR reporting, workforce analytics, and database management.
  • Strong understanding of labor laws, HR policies, and people management practices.
  • Proven computer literacy and proficiency in Microsoft Office applications.
