HSE OFFICER

Reports To: Lead HSE Advisor / Construction Manager
Duty Station: Nyanzaga Site, Sengerema District

Job Overview

Nyanzaga Project is seeking experienced and dedicated HSE Officers to oversee Health, Safety and Environmental (HSE) requirements during the construction phase of the Nyanzaga Gold Project.

The successful candidates will implement hazard-control measures, conduct risk assessments, enforce safety standards, and promote a strong safety culture among employees, contractors, and heavy-equipment operators.

Key Responsibilities

1. Site Inspections & Compliance

  • Conduct daily HSE inspections of:
    • Civil construction activities.
    • Steel erection.
    • Heavy equipment operations.
    • Earthworks.
  • Ensure compliance with Tanzanian OSHA regulations.
  • Monitor compliance with NEMC standards.
  • Support implementation of ISO 45001 and ISO 14001 frameworks.
  • Exercise authority to issue Stop-Work Orders where there is an immediate danger to personnel or critical equipment.

2. Risk Management & Permitting

  • Assist site teams and contractors with:
    • Job Safety Analyses (JSA).
    • Risk Assessments.
    • Method Statements.
  • Manage and issue Permit-to-Work (PTW) requirements for high-risk activities, including:
    • Working at Heights.
    • Confined Space Entry.
    • Hot Work.
    • Lifting Operations.
    • Excavation activities.

3. Incident Investigation & Reporting

  • Lead Root Cause Analysis (RCA) investigations for:
    • Accidents.
    • Near misses.
    • Injuries.
    • Property damage.
  • Maintain accurate incident records.
  • Prepare monthly HSE compliance reports.
  • Present HSE performance data to project management.

4. Environmental & Health Monitoring

  • Monitor site waste-management practices.
  • Oversee hazardous chemical handling.
  • Monitor fuel-spill prevention measures.
  • Ensure appropriate dust and noise suppression.
  • Monitor health and hygiene facilities in remote site camps.

5. Training & Communication

  • Conduct mandatory site inductions for:
    • New employees.
    • Subcontractors.
    • Site visitors.
  • Lead daily Pre-Start and Toolbox Meetings.
  • Organise emergency response drills, including:
    • Fire response.
    • Medical evacuation.
    • Spill control.

Qualifications & Experience

Education

  • Bachelor's Degree or Higher Diploma in:
    • Occupational Health & Safety.
    • Environmental Science.
    • Mining Engineering.
    • Civil Engineering.
    • Or a related field.

Mandatory Certifications

  • Tanzanian NOSHCI & II (National Occupational Safety and Health Course) certification.
  • Valid First Aid & CPR Certification.

Experience

  • Minimum 1–2 years of hands-on HSE experience.
  • Experience in heavy civil construction, mining infrastructure, or heavy engineering projects.
  • Proven experience working with:
    • Heavy mobile equipment.
    • Steel structures.
    • High-voltage electrical setups.
    • Bulk earthworks.

Skills & Competencies

  • Strong knowledge of Tanzanian labour, mining, and environmental laws.
  • Strong written and verbal communication skills in English and Swahili.
  • Strong ability to work with workers, contractors, supervisors, and project management.

 

  • Cut, bevel, align, and clamp pipe sections and fittings into position.
  • Use power tools, flame cutters, and pipe-fitting equipment safely and effectively.
  • Prepare piping components for welding and installation.
  • Perform high-quality, defect-free multi-pass welds in various positions.
  • Weld carbon steel, stainless steel, alloy, or copper piping systems as required.
  • Follow approved welding procedures and specifications.
  • Read and interpret mechanical drawings and blueprints.
  • Interpret Piping and Instrumentation Diagrams (P&IDs).
  • Work in accordance with Welding Procedure Specifications (WPS).
  • Inspect completed welds for defects such as: Cracks, Porosity, Undercut, Lack of penetration.
  • Assist with Non-Destructive Testing (NDT), including radiography/X-ray and hydrostatic testing.
  • Set up, calibrate, and maintain welding machines and equipment.
  • Maintain torches, regulators, shielding gas supplies, and safety equipment.
  • Follow site safety requirements and applicable OSHA regulations.
  • Comply with relevant industry codes and project procedures.
  • Maintain a safe working environment at all times.
  • Certified in GTAW / TIG, SMAW / Stick, or GMAW / MIG welding processes.
  • Capable of passing site-specific bend tests and 100% X-ray testing.
  • Proficiency in hand and power tools, including angle grinders, plasma cutters, pipe beveling equipment, and oxy-fuel torches.
  • Strong measurement and layout skills.
  • Ability to use calipers, micrometers, framing squares, and pipe alignment clamps.
  • Ability to work to tight tolerances.
  • Certified in at least one of the following welding processes: GTAW / TIG, SMAW / Stick, GMAW / MIG.
  • At least 3 years of professional pipe welding experience.
  • Experience in industrial, construction, manufacturing, refinery, or similar environments.
