General Position Summary

Climate Hub Tanzania is seeking a highly motivated and experienced Finance & Resource Mobilization Officer to provide strategic leadership in financial management while driving the organization's fundraising and sustainability efforts.

The Finance & Resource Mobilization Officer will oversee all financial operations, manage grants budgets, ensure compliance with donor and statutory requirements, strengthen internal financial systems, and work closely with the Programs Team to identify funding opportunities, and cultivate strategic partnerships.

The position serves as a member of the organization's Resource Mobilization Committee, contributing to the development and implementation of Climate Hub Tanzania's resource mobilization strategy to support organizational growth and long-term sustainability.

Key Responsibilities

1. Financial Management & Compliance (35%)

• Lead the overall financial management of the organization and donor-funded projects.
• Prepare and monitor annual organizational and project budgets.
• Manage cash flow, financial planning, and budget forecasting.
• Produce accurate monthly, quarterly, and annual financial reports.
• Ensure compliance with donor regulations, organizational financial policies, and statutory requirements.
• Maintain strong internal financial controls and accounting systems.
• Lead the continuous improvement of the Finance Department by strengthening financial systems, processes, controls, documentation, and proper record management to ensure efficiency, accountability, and organizational excellence.
• Oversee bank reconciliations, payroll, tax compliance, and financial record management.
• Coordinate internal and external audits and ensure timely implementation of audit recommendations.
• Monitor project expenditures and advise management on financial performance and budget utilization.

2. Resource Mobilization & Fundraising (35%)

• Identify and track funding opportunities from bilateral, multilateral, foundations, corporate, and philanthropic donors.
• Maintain and regularly update the organization's proposal funding opportunities tracker.
• Work closely with the Programs Team in developing concept note development, preparing grants budgets, and donor submissions.
• Serve as an active member of the Resource Mobilization Committee.
• Support the development and implementation of Climate Hub Tanzania's Resource Mobilization Strategy.
• Coordinate donor due diligence requirements and grant negotiations.
• Support fundraising campaigns, partnership development, and sponsorship opportunities.
• Monitor fundraising performance against annual resource mobilization targets.

3. Financial Planning & Organizational Strategy (15%)

• Provide strategic financial advice to senior management and the Board.
• Conduct financial analysis to support organizational decision-making.
• Develop financial projections, funding scenarios, and sustainability plans.
• Ensure efficient allocation and utilization of organizational resources.

4. Grants Management & Reporting (10%)

• Monitor the financial implementation of grants throughout the project lifecycle.
• Prepare donor financial reports in accordance with grant agreements and reporting schedules.
• Work closely with project teams to ensure compliance with donor financial requirements and approved budgets.
• Maintain complete and accurate financial documentation for all donor-funded projects.
• Coordinate financial grant close-out processes, ensuring all project expenditures, advances, acquittals, reconciliations, and supporting documentation are completed and settled in accordance with donor and organizational requirements.
• Ensure all financial obligations related to projects are fully reconciled, retired, and archived prior to project closure.
• Support grant audits and respond to donor financial queries as required.

5. Other Responsibilities (5%)

• Represent Climate Hub Tanzania in meetings, forums, and partner engagements where required.
• Participate in organizational planning meetings and strategic initiatives.
• Perform any other duties assigned by the Executive Director.

Qualifications & Competencies

Education

• Bachelor's Degree in Accounting, Finance, or a related field.
• Or A Master's Degree in Accounting, Finance or related field will be an added advantage.

Experience

• Minimum of 2–3 years of progressive professional experience in financial management and resource mobilization.
• Experience working with NGOs, development organizations, or donor-funded projects.
• Proven experience in grant budgeting, financial reporting, and donor compliance.
• Demonstrated experience in resource mobilization & fundraising.
• Experience managing multiple donor grants simultaneously is an added advantage.

Knowledge & Skills

• Strong knowledge of accounting principles and financial management.
• Excellent budgeting, forecasting, and financial analysis skills.
