Background
Preventable blindness remains a significant public health challenge in Tanzania, particularly in rural areas with limited access to specialized eye care services. Dodoma Region, with an estimated population of 3.08 million people, carries a high burden of cataract and other avoidable eye conditions. Mvumi Hospital, a major rural hospital in Chamwino District, serves over 400,000 people annually and provides specialized ophthalmology services, outreach eye camps, and surgical care.
DCT Mvumi Hospital in partnership with CBM International implemented a one-year project (January–December 2025) titled “Enhancing Access to Inclusive Eye Health for Children in the Central Zone of Tanzania.” As the project reaches completion, an independent end-term evaluation consultant is required to assess performance, learning, and future programming.
Purpose of the Evaluation
The purpose of the end-term evaluation is to assess the relevance, effectiveness, efficiency, impact, sustainability, coherence, and inclusiveness of the project during the period January–December 2025, with a strong focus on disability inclusion, gender, and safeguarding.
Scope of the Assignment
The evaluation will focus on project interventions implemented in Dodoma Region, specifically Bahi, Chemba, and Mpwapwa districts, and will:
- Assess achievement of planned results and targets;
- Review efficiency and use of project resources;
- Examine inclusion of persons with disabilities, gender equality, and safeguarding practices;
- Identify lessons learned, best practices, and implementation challenges;
- Provide actionable recommendations for future programming and scale-up.
Methodology
The consultant is expected to propose and implement a mixed-methods approach, including:
- Desk review of project documents and routine monitoring data;
- Key informant interviews with stakeholders;
- Focus group discussions with beneficiaries, including persons with disabilities;
- Use of quantitative and qualitative data to triangulate findings.
Key Deliverables
- Inception report (CBM format);
- Clean datasets and list of stakeholders consulted;
- Draft end-term evaluation report;
- Final end-term evaluation report (CBM format, clear and accessible language);
- One-page summary/poster of key findings and recommendations.
Duration
The consultancy will be conducted between December 2025 and February 2026, including desk review, fieldwork, analysis, and reporting.

Required Qualifications and Experience
The consultant or consulting firm should demonstrate:
- A Master’s degree or higher in Public Health, Development Studies, Social Sciences, Statistics, Project Management, or related fields;
- At least five (5) years’ experience conducting evaluations of health or development programmes;
- Proven experience in eye health and disability-inclusive development (DID);
- Strong analytical, reporting, and facilitation skills;
- Registration and tax compliance within Tanzania, including EFD capability;
- Fluency in English and Kiswahili.
Safeguarding and Ethics
The consultant must comply with CBM safeguarding, PSEA, data protection, and ethical standards, including informed consent and confidentiality.

- Identify lessons learned, best practices, and implementation challenges;
