JOB DETAILS:
Programme / Department
Funded by the UK Conflict, Stability and Security Fund (CSSF), the anticipated Building Resilience against Violent Extremism (BRAVE) programme in the Tanzania-Mozambique borderlands, will work with communities, national and sub-national government representatives and international partners to counter violent extremism. The Programme will:
• Strengthen understanding of drivers and dynamics of violent extremism in the region;
• Strengthen community resilience against violent extremist influence and narratives;
• Promote dialogue within communities and between public authorities and citizens in order to increase trust and reduce tensions;
• Work with security and justice actors on community-centred and human rights compliant approaches; and
• Support mechanisms for conflict management and improved coordination with international partners.

General Position Summary
The Mozambique Country Coordinator will work closely with the Programme Team Lead in Dar es Salaam, and with other technical sector leads to develop and implement a comprehensive strategy to effect change in Mozambique and ensure that community-level interventions, government policies, and research are delivered in a complementary and mutually-reinforcing way to achieve maximum impact. The Country Coordinator will be responsible for leading activities within Mozambique to advance research, legislation and field implementation of interventions to mitigate and address the risk of violent extremism, and will be the primary representative with the British High Commission and the Government of Mozambique for the project. S/he will work with the research team to identify priority research questions, and will identify key stakeholders for the dissemination of the research. Working with the Director of Policy and Advocacy, s/he will identify opportunities to influence policy discussions on PVE at the local and national level, and will build relationships with policymakers to support the development of effective policy interventions to prevent or counter violent extremism. Finally, s/he will work with local civil society organizations to design and support interventions to address PVE risk factors, including the identification and design of community initiatives, coaching and capacity-building support to local CSO, and monitoring of interventions undertaken by CSOs.

Essential Job Responsibilities
Strategy and vision

• Play a key role in developing the programme strategy and direction for Mozambique by prioritizing and organizing actions and resources to achieve objectives.
• Contribute to the project’s research and influencing agenda, working with the Research and Policy Leads to integrate and advance research, learning and advocacy
• Recognize opportunities for innovative action and adaptation, and create an environment where alternative viewpoints are welcomed.
• Lead the identification of new initiatives and opportunities that respond to identified needs in his area of supervision and the country strategy, in coordination with the Program Director and Country Director as well as headquarters-based Senior Program Officer, Technical Advisors and other relevant staff.

Program and leadership
• Provide strategic leadership and oversight for Mercy Corps’ PVE activities in Mozambique, in cooperation with key programme stakeholders, including local and international partner organizations, local civil society organizations, local and national government officials, research institutions and universities, other international agencies on the ground, and key donors.
• Ensure programme implementation in Mozambique is on time, target and budget, using effective M&E systems to reach desired impacts, and develop mechanisms for targeted research to inform programme design and implementation.
• Build a network of local organizations to engage on policy and implementation at the sub-national and county level, and provide ongoing coaching and mentoring to them.
• engage stakeholders at the community level on action planning and developing strategies in support of PVE programming activities, ensuring that programme strategies are driven by and aligned with community priorities.

POLICY AND REPRESENTATION WORK
• Lead the programme’s influencing agenda in Mozambique and engage with local and national governance institutions to drive PVE policy discussions, development and implementation.
• Ensure regular communication with the government, and compliance with Government of Mozambique regulations for research, implementation and reporting.
• In collaboration with the Team Lead, and Deputy Team Lead represent the programme with the British High Commission in Mozambique.
• Identify, build and manage collaborative partnerships with relevant international and local agencies active in the PVE and peacebuilding sectors, including donors, other peace-building and research organizations, local authorities and local partners. Attend relevant coordination forums to identify synergies.
• Manage and update stakeholder management plan.

Program and leadership

• Utilize project management, monitoring and quality assurance mechanisms, including remote mechanisms in hard-to-reach locations.
• Support project research activities and ensure that evidence from research and programme learning feeds into adaptive programming and policy influence.
• Build a network of local organizations to engage on policy and implementation at the sub-national and county level, and provide ongoing coaching and mentoring to them.
• Engage stakeholders at the community level on action planning and developing strategies in support of programming activities, ensuring that programme strategies are driven by and aligned with community priorities.
• Proactively coordinate with programme leadership to ensure harmonized approach.

Team management
• Lead in the structuring of partner roles and responsibilities for the delivery of cohesive programme interventions, oversee their activities and provide continuous technical support, capacity building, and quality assurance.
• Oversee performance of consortium partners and sub-grantees, and provide team members and implementing partners with information, tools and other resources to improve performance & reach objectives.
• Regularly coordinate with programme staff and support departments to ensure smooth planning, preparation, implementation, and monitoring and evaluation of programme activities.
• Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
• Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
• Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
• Hire, orient and lead team members as necessary.

Operations and Management
• Oversee the smooth flow of routine program support functions (e.g., finance, administration, and logistics) of the Mercy Corps office and compliance with Mercy Corps and donor policies and procedures.
• Maintain regular contact with Operations Manager/Director and Finance Manager.
• Oversee management, supervision and training of all aspects of finance, administration, HR, and logistics in the Pemba/Palma office.
• Ensure that procurement is completed, documented, and delivered to end-user in a timely manner, ensuring that items procured meet the specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines.
• Ensure all aspects of asset management, including maintenance of the asset register and investigation of any missing assets.
• Supervise the management and maintenance of vehicle fleet, office facilities, and equipment, including power supply.
• Oversee database and paper file management for program, finance, administration, HR, and logistics documents; ensure files are complete and in compliance with Mercy Corps and donor policies and procedures.

SECURITY MANAGEMENT
• Up-date and maintain the security plan for the area of operation in collaboration with the Security Manager.
• Follow up any development/changes in regards to the security situation.
• Ensure adequate security coordination with other humanitarian actors in the areas.
• Liaise with the Operations Manager and Country Director Tanzania, and regional security manager on any degradation in security situation.
• Ensure compliance with security procedures and policies as determined by programme leadership and host government.

MONITORING & EVALUATION (M&E) AND REPORTING
• Work closely with the programme M&E Manager to ensure that effective M&E systems and processes are embedded within the programme implementation unit and that data is collected, analyzed, and used to inform ongoing adaptation of programme strategies and delivery approaches.
• Assess and analyze impact and adaptively manage the programme to meet results.
• Oversee the scheduling and production of formal and informal reports and work plans on all aspects of Mozambique programme delivery in a timely and efficient manner.

Organizational learning

Accountability to Beneficiaries and Partners
• Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and partners and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Accountability
Reports Directly To: BRAVE Team Lead
Works Directly with: Contracts Director, Operations Manager, Research Lead, M&E Manager, Security Manager, and partner organizations.

Knowledge and Experience
• Bachelor’s or master’s degree in relevant field management, operations, logistics, international development, finance).
• At least 10 years of relevant Operations and Programme management experience.
• Sound understanding of financial, procurement, administration, and logistics management systems, including remote management.
• Experience managing security protocols and responding to incidents/crises in conflict areas.
• Experience coordinating multiple activities, developing synergies and creating opportunities for collaboration.
• Demonstrated experience in team building and team coordination for achieving program goals.
• Strong commitment to local capacity building and the ability to engage local stakeholders in project design and implementation.
• Experience working with host governments at the national and sub-national level, INGOs and national NGOs and familiarity with international humanitarian operations, coordination structures, and the mandates of UN agencies, and other NGOs.
• Excellent organizational and project management skills; detail-oriented; and possessing an ability to anticipate program and operational needs.
• Proven ability to work cooperatively with others in a team environment and to a diverse group of national and international staff.
• Understanding of adaptive management and participatory methodologies for project design, implementation, and evaluation.
• Demonstrated proficiency with the MS Office software (i.e., Word, Excel, and PowerPoint) required.
• Fluent Portuguese and English essential.
• Knowledge and experience of the Mozambique context and key stakeholders. Experience in Cabo Delgado preferred.

• Experience managing small grants programming
• Experience on projects relating to integrated development and security
• Experience on adaptive and learning approaches
• Experience navigating and maintaining difficult government relations, including work in contexts with high levels of corruption
