1. Job Summary

The Clinical Superintendent is the senior clinical leader responsible for maintaining the highest standards of patient care delivery. This role bridges the gap between hospital administration and frontline medical staff. The Clinical Superintendent ensures that clinical protocols are evidence-based, that medical staff are competent, and that clinical risk is minimized. They act as the "physician leader" for daily clinical operations.

2. Key Responsibilities

A. Clinical Governance & Quality Assurance

  • Leads the development and implementation of clinical policies, protocols, and care pathways in line with Ministry of Health and Joint Commission International (JCI) standards.
  • Chairs the Clinical Quality Improvement (QI) committee; reviews sentinel events, near-misses, and morbidity/mortality data.
  • Conducts regular clinical audits (e.g., antibiotic stewardship, surgical site infections, readmission rates) and drives corrective actions.
  • Ensures all clinical staff maintain valid licensure, credentials, and Continuing Medical Education (CME) credits.

B. Medical Staff Management

  • Oversees the scheduling, rostering, and workload distribution of medical staff (Residents and Interns) across all shifts.
  • Conducts annual performance appraisals for senior clinical staff, providing mentorship and identifying areas for professional development.
  • Manages physician complaints, grievances, and disciplinary actions in conjunction with HR.
  • Approves leave requests and ensures adequate clinical coverage at all times.

C. Patient Flow & Capacity Management

  • Collaborates with the Nursing Superintendent and Operations Administrator to manage patient admission, transfer, and discharge processes to optimize bed utilization.
  • Acts as the "Gold Command" leader during mass casualty incidents or public health emergencies, coordinating clinical triage and resource allocation.
  • Monitors Emergency Department (ED) wait times and ambulance diversion status, implementing surge protocols when necessary.

D. Interdisciplinary Collaboration

  • Facilitates daily "Bed Management" meetings with department heads to discuss complex cases and resource needs.
  • Acts as the primary liaison between the medical staff and the Hospital Board regarding clinical strategic planning.
  • Mediates conflicts between clinical departments (e.g., Surgery vs. Radiology) regarding priority access to operating theaters or imaging.

E. Innovation & Research

  • Promotes a culture of evidence-based practice; encourages clinical research and the adoption of new medical technologies.
  • Reviews and approves new clinical equipment requests, ensuring cost-effectiveness and clinical utility.

3. Qualifications

Education:

  • Medical Degree (MD, MBBS, or equivalent) with current, unrestricted medical license.
  • Postgraduate qualification in a clinical specialty (e.g., FRCS, MRCP, Board Certification) is mandatory.
  • Postgraduate Diploma or Master’s in Health Administration, Public Health (MPH), or Medical Management is highly preferred.

Experience:

  • Minimum 7–10 years of post-residency clinical experience.
  • Minimum 3–5 years of experience in a medical leadership or supervisory role (e.g., Head of Department, Chief Resident).
  • Proven track record in quality improvement projects and clinical audit.

Certifications:

BLS/ACLS Instructor certification preferred.

Certification in Healthcare Quality (CPHQ) is a plus.

Skills & Competencies:

  • Deep understanding of medico-legal issues and healthcare regulations.
  • High emotional intelligence and conflict resolution skills.
  • Strong analytical skills for interpreting clinical data and financial reports.
  • Excellent public speaking and presentation skills for teaching rounds and board meetings.
