Job Description
Background/IRC Summary:
Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) responds to serious humanitarian crises around the world and helps victims to survive and rebuild their lives.
For over half a century, Tanzania has been a country of asylum, hosting one of the largest refugee populations in Africa. Currently, the country hosts approximately 287,903 Burundian and Congolese refugees, many of whom arrived in 2015 as the crisis in Burundi increased. To date, refugees continue to co-exist with the host communities in Kigoma region expressing multiple reasons and needs. Within this context, IRC provides protection and basic assistance in the areas of Safety (comprises of Protection and Rule of Law, Women Protection and Empowerment, and Child Protection), Health (mental health and psychosocial support services and reproductive health), and Education.

Job Overview:
The Clinical Officer In Charge will lead the delivery of high-quality primary healthcare services as part of the IRC’s health programs in the Kigoma Region. This role will encompass programmatic, operational, and financial aspects, as well as health post staff management. The Officer will also be responsible for running the health posts and be accountable for all activities running therein and directly report to the senior health coordinator.

Major Responsibilities: Key Areas
Quality Health Care Service
• Conduct patient history taking, physical examinations, and order appropriate laboratory investigations to make accurate diagnoses.
• Promote rational drug use in accordance with MOH treatment guidelines.
• Champion key GBV services at the clinic.
• Attending emergencies, providing immediate care, and referring cases that require specialist attention as per MOH guidelines.
• Ensure all patient observations, prescribed treatments, and procedures are properly documented in patient records and electronic medical records (EMR).
• Enhance patient experience by counseling and educating patients on preventive and promotive health.
• Work in an evidence-based medical system and continuously develop within it.
• Demonstrate the ability to work and deliver results with minimum supervision.

Drugs/Supplies
• Collaborate with the pharmacy to determine essential drugs required at the health center and ensure their rational use.
• Work with pharmacy staff to ensure pharmacovigilance is applied to all outpatient drugs, including Antiretroviral Therapy (ART).

Laboratory
• Collaborate with lab staff to ensure timely and accurate patient investigations and always maintain quality control.
• Work together with the Lab staff to ensure relevant investigations are done in a timely manner with the correct results and always ensure quality control.

Trainings
• On Job Training of health staff in the health posts as appropriate.

Report Writing
• Assist in preparing and presenting monthly, quarterly, semi-annual, and annual reports under the guidance of the Medical Doctor and Health Manager.

Key Working Relationships:
• Position Reports to: Senior Health Manager
• Position directly supervises: Clinical Officer (4), Pharmaceutical Technical (1), Laboratory Technician (1)
• Other Internal and/or external contacts: Ministry of Health, UN agencies, and other NGOs

Qualifications
• Ordinary Diploma or Bachelor’s degree in Clinical Medicine or related field.
• Registered with the Clinical Officers Council and possess a valid practicing license.
• Minimum of two (5) years working experience in a health facility.
• Experience in Leadership and supervisory roles.
• Proficiency in making clinical decisions, organizing workload, and overseeing the delivery of care.
• Knowledge of non-communicable diseases (NCD) management is preferred.
• Experience with humanitarian populations is desirable.

Language: English and Swahili

Working Environment: Security level yellow – The situation in most of the country is calm. Some parts of Kigoma region experience insecurity-highway banditry.
