About the Organization

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight to end pediatric HIV and AIDS. Since 2003, EGPAF has worked in close partnership with the Ministry of Health (MoH) and local authorities in Tanzania to deliver high-quality, comprehensive HIV, TB, GBV, and family planning services across supported regions.

Role Overview

The Senior Technical Advisor – TB Services provides strategic technical guidance and leadership to strengthen Tuberculosis (TB) prevention, active case finding, diagnosis, treatment, and TB/HIV collaborative services across EGPAF-supported regions, health facilities, and community structures in Tanzania.

The Advisor works closely with the National Tuberculosis and Leprosy Programme (NTLP), Regional/Council Health Management Teams (RHMTs/CHMTs), and facility healthcare workers to improve TB case detection, scaling up TB Preventive Treatment (TPT), and enhancing clinical outcomes for drug-sensitive and drug-resistant TB.

Key Responsibilities

1. Technical Leadership & Strategic Guidance

• Provide strategic technical direction for integrated TB and TB/HIV services in line with NTLP guidelines, national priorities, and donor objectives.
• Lead the development, review, and execution of TB strategies, work plans, and clinical quality improvement approaches.
• Drive the rollout and optimization of innovative TB diagnostic technologies (e.g., GeneXpert, LF-LAM, digital chest X-rays) and case-finding models.
• Advise project leadership and government counterparts on best practices for Drug-Resistant TB (DR-TB) management and TB Preventive Treatment (TPT).

2. TB Cascade & Performance Enhancement

• Lead detailed analyses of the TB identification, diagnostic, enrollment, and treatment cascade to address service delivery bottlenecks.
• Monitor key performance indicators across facilities and communities, designing targeted performance improvement plans for underperforming areas.
• Scale up active case finding (ACF) strategies in high-risk health facility settings and community hotspots.
• Strengthen TB/HIV collaborative activities, ensuring 100% HIV screening among TB patients and routine TB screening among People Living with HIV (PLHIV).

3. Capacity Building & Mentorship

• Provide differentiated technical assistance, clinical coaching, supportive supervision, and mentorship to RHMTs, CHMTs, healthcare providers, and community health workers.
• Develop and adapt TB standard operating procedures (SOPs), job aids, training modules, and clinical guidance tools.
• Build the capacity of district and regional teams to independently plan, monitor, and manage high-quality TB interventions.

4. Data Quality, Monitoring & Coordination

• Promote routine data use, triangulation, and analysis across NTLP tools and digital health platforms to guide decision-making.
• Ensure high data quality and reporting consistency across project and national TB surveillance systems.
• Represent EGPAF in national TB Technical Working Groups (TWGs), NTLP review meetings, and partner coordination forums.
• Document project successes, lessons learned, and innovations to support policy advocacy and scale-up.

Qualifications & Requirements

Required

• Education: Bachelor’s degree in Medicine, Nursing, Clinical Medicine, Public Health, or a related healthcare discipline.
• Experience: Minimum of 8 years of progressive experience managing and leading TB and TB/HIV public health programs in Tanzania.
• Technical Expertise: Comprehensive knowledge of national NTLP guidelines, TB diagnostic algorithms, TPT scale-up, active case finding, and DR-TB management.
• Stakeholder Engagement: Proven record of collaboration with government bodies (MoH/NTLP, RHMTs, CHMTs), implementing partners, and health facilities.

Preferred

• Advanced Degree: Master’s degree or higher in Public Health (MPH), Epidemiology, Medicine, or Global Health.
• Donor Experience: Prior experience supporting PEPFAR or other major USG-funded health initiatives in Tanzania.
