About the Organization

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight to end pediatric HIV and AIDS. Since 2003, EGPAF has worked in close partnership with the Ministry of Health (MoH) and local authorities in Tanzania to deliver high-quality, comprehensive HIV, TB, GBV, reproductive health, and family planning services across supported regions.

Role Overview

The Senior Technical Advisor – Reproductive Health (RH) and Cervical Cancer Prevention and Control (CECAP) provides strategic technical leadership to strengthen the integration, quality, scale, and performance of RH, Family Planning (FP), and CECAP services across EGPAF-supported health facilities and community structures in Tanzania.

The Advisor works closely with the Ministry of Health (RCHS), Regional/Council Health Management Teams (RHMTs/CHMTs), and facility healthcare providers to scale up cervical cancer screening (VIA/HPV testing), precancerous lesion treatment (cryotherapy/thermal ablation/LEEP), and voluntary family planning integration within HIV care settings for Women Living with HIV (WLHIV).

Key Responsibilities

1. Technical Leadership & Program Strategy

• Provide strategic technical direction for integrated RH, Family Planning, and Cervical Cancer Prevention and Control (CECAP) programming in line with national MoH/RCHS guidelines.
• Lead the formulation, review, and execution of RH/CECAP operational strategies, annual work plans, and clinical standards.
• Drive the expansion and optimization of cervical cancer screening modalities (VIA, HPV DNA testing) and single-visit screen-and-treat models.
• Champion the seamless integration of voluntary FP and RH counseling into care and treatment centers (CTC), Reproductive and Child Health (RCH) clinics, and community structures.

2. Service Quality & Performance Improvement

• Conduct routine performance tracking across the CECAP cascade (screening, identification, treatment of precancerous lesions, and referral for suspected invasive cancer).
• Design and deploy targeted performance improvement strategies for underperforming regions, councils, and facilities.
• Ensure availability and proper utilization of essential RH/CECAP medical commodities, equipment (thermal ablation devices, colposcopes), and consumables in collaboration with supply chain teams.
• Monitor service quality and client safety standards across all supported CECAP/RH testing and treatment sites.

3. Capacity Building & Mentorship

• Provide differentiated technical assistance, clinical coaching, supportive supervision, and mentorship to RHMTs, CHMTs, clinical providers, and nurse-midwives.
• Develop, adapt, and deploy standardized clinical SOPs, job aids, training curricula, and client education materials.
• Build capacity among government healthcare workers and regional coordinators to ensure long-term ownership and institutionalization of RH/CECAP services.

4. Data Quality, Coordination & Learning

• Promote routine data review and analysis across RH/CECAP registers and digital health platforms to guide clinical and management decisions.
• Safeguard data accuracy, completeness, and timeliness across regional and national health information systems.
• Represent EGPAF in national CECAP/RH Technical Working Groups (TWGs), MOH taskforces, and donor review forums.
• Document best practices, clinical innovations, and success stories to support national policy advocacy and program expansion.

Qualifications & Requirements

Required

• Education: Bachelor’s degree in Medicine (MD), Nursing, Midwifery, Public Health, or a related clinical healthcare discipline.
• Experience: Minimum of 8 years of progressive experience managing and leading Reproductive Health, Family Planning, and Cervical Cancer Prevention (CECAP) programs in Tanzania.
• Technical Expertise: Advanced clinical and technical knowledge of national CECAP guidelines, VIA screening, HPV testing algorithms, thermal ablation/cryotherapy protocols, LEEP procedures, and FP/HIV service integration.
• Stakeholder Engagement: Strong record of strategic collaboration with government bodies (MoH/RCHS, RHMTs, CHMTs), implementing partners, and health facilities.

Preferred

• Advanced Degree: Master’s degree or higher in Public Health (MPH), Obstetrics & Gynecology, Medicine, or Global Health.
• Donor Experience: Direct experience supporting PEPFAR or other major USG-funded health initiatives in Tanzania.
