About the Organization

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight to end pediatric HIV and AIDS. Since 2003, EGPAF has worked in close partnership with the Ministry of Health (MoH) and local authorities in Tanzania to deliver high-quality, comprehensive HIV, TB, GBV, and family planning services across supported regions.

Role Overview

The Senior Technical Advisor – HIV Care and Treatment provides strategic technical leadership to strengthen the quality, coverage, and performance of HIV care and treatment services across EGPAF-supported regions, health facilities, and communities.

The Advisor drives data-driven strategies to improve ART initiation, retention, adherence, viral load suppression, and clinical outcomes while offering differentiated technical assistance, coaching, and mentorship to government health teams (RHMTs/CHMTs) and facility staff.

Key Responsibilities

1. Technical Leadership & Strategic Planning

• Provide strategic technical direction for HIV care and treatment programming aligned with national guidelines and project objectives.
• Lead the development and execution of annual work plans, strategies, and client-centered care initiatives.
• Drive the implementation of Differentiated Service Delivery (DSD) models, ART optimization, treatment failure management, and Advanced HIV Disease (AHD) protocols.
• Contribute to program planning, transition strategies, sustainability agendas, and scale-up activities.

2. Treatment Cascade & Performance Improvement

• Lead comprehensive analyses of the HIV treatment cascade to identify and resolve gaps in linkage, treatment initiation, adherence, viral load monitoring, and suppression.
• Develop, monitor, and guide targeted performance improvement plans for underperforming regions, councils, facilities, and priority populations.

• Strengthen the clinical management of clients with complex medical needs, ensuring appropriate specialized referrals.

3. Capacity Building & Mentorship

• Provide technical assistance, coaching, supportive supervision, and mentorship to RHMTs, CHMTs, facility healthcare workers, and community structures.
• Institutionalize capacity-strengthening tools, Standard Operating Procedures (SOPs),  job aids, and technical updates.
• Build the capacity of government counterparts to independently manage, monitor, and improve HIV care and treatment services.

4. Data Quality, Learning & Sustainability

• Promote data triangulation and routine data use across health facilities to inform clinical and operational decision-making.
• Ensure data accuracy, completeness, and consistency across national HIV reporting platforms.
• Document successful practices, programmatic adaptations, and innovations for knowledge sharing and scale-up.
• Represent EGPAF in national, regional, and donor technical review meetings and Technical Working Groups (TWGs).

Qualifications & Requirements

Required

• Education: Bachelor’s degree in Medicine, Nursing, Clinical Medicine, Public Health, or a related health field.
• Experience: Minimum of 8 years of progressive experience in HIV care and treatment programming (preferably within large-scale donor-funded public health programs).
• Technical Expertise: Deep knowledge of HIV cascade management, ART optimization, retention strategies, viral load monitoring, DSD models, and Advanced HIV Disease (AHD) management.
• Stakeholder Management: Demonstrated experience collaborating with government health authorities (MoH, RHMTs, CHMTs), implementing partners, and health facility teams.

Preferred

• Advanced Degree: Master’s degree or higher in Public Health, Medicine, Nursing, Epidemiology, or Global Health.
• Donor Experience: Direct experience supporting PEPFAR-funded HIV/AIDS programs in Tanzania or similar settings.
