Staff managed / coordinated (9): w. functional reporting from Discipline Engineering team, CFR Contract Engineers, Cost Controller, Planning Engineer, Project Control Lead
MISSIONS / JOB DIMENSIONS
The EACOP project includes a 1445km 24inch oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will be also executed by the EACOP project. The CFR package will eventually achieve from 30% and up to 50% CO2 savings during EACOP operations thanks to the use of its innovative Hybrid Power Distribution system. The Pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in East African region.
The position is based in UGANDA (Kampala) to follow-up with the developments of power supply infrastructure to EACOP by the National Electricity Provider in UGANDA
The Job Holder is responsible to support the CFR Package Manager in the delivery of the Carbon Footprint Reduction (CFR) package to enable a minimum reduction of 30% CO2 emission at start-up.
The CFR package includes direct management of various contracts for an overall cost of 100$M:
1 Supply contract for the BESS, 1 Supply Contract for HV substation and Power Management System (PMS),
1 Engineering and Procurement Contract, 2 construction Contracts, 2 Implementation Agreement for the Interconnection to the Grid and 1 EPC contract for the Solar Farm in Tanga.
On Top, the CFR package oversee several non-sanctioned developments to further reduce CO2 emissions.
KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
With full delegation from CFR Package Manager,
- Act as CFR Package Company Rep in absence of CFR package Manager and with the support of contract engineer, procure, monitor and verify vendors and contractors progress and costs in coordination with the Cost Engineer Control team. Participate in the settlement of disputes with legal, insurance and finance specialists.
- Monitor and approve deliverables generated by the EPS Contractor, the Vendors and the construction contractors
- With functional delegation from CFR package Manager, lead and manage CFR Contracts; interacting with a multi-disciplinary technical team efficiently and in a good working atmosphere
- Liaise with all concerned contracts and technical specialists involved in the contractual or technical development / management of the CFR contracts. Coordinating and interfacing with other Project entities (EITS, Engineering, Operations, HSEQ, Environment and Societal teams and Commercial & Legal groups).
- Timely report to CFR Package Manager, assisting as required. Participate to meetings with partners, authorities and other stakeholders as required. Reviewing and recommending CFR organization arrangements as the project develops.
- As a general manner, to provide assistance to the package Manager, Leads and Delivery Managers for all matters related to scheduling, progress & reporting and to manage all these activities in coordination with concerned parties (EPS Contractor, Main Logistic Contract team, etc…).
- To provide assistance to the Contracts Lead for all matters related to management of changes (schedule impact, extension of time, re-baseline, etc), in coordination with concerned parties.
- To provide inputs to the Integrated Planning & Reporting Lead for the consolidation of all the packages data.
- To implement procedures, means and tools to ensure the efficient organization and operation of the scheduling, progress control and reporting activities across the CFR package.
- To provide analyses and simulations of new schedules as required.
- To consolidate works productivies/efficient and establish schedule trends, based Contractors schedules and inputs of actual works provided by Quantity Surveyors
- To review Contractors reports and ensure they are accurate and compliant with EACOP, partners and authorities needs.
- To timely report to the Package Manager, highlighting progress, opportunities and areas of concern.
- To gather lessons Learnt related to scheduling, progress control, reporting matters and provide feedback to other EACOP entities and partners as required.
- To carry out any other duties or tasks that may be required by the position.
MANDATORY REQUIREMENTS
- Minimum 10 years of experience in Oil &Gas Industry with similar large-scale projects & environment, detailed understanding and knowledge of CFR package including experience to specify and select in at least one key discipline of CFR package (Electrical Engineering, Instrumentation Engineering, Construction Supervision).
- Degree: BSc/MSc (or equivalent formal qualification) in a recognized Engineering discipline, registered engineer or licensed professional engineer.
- Minimum 10 – 20 years of experience in Oil & Gas industry with similar large-scale projects & environment.
- Perfect knowledge of Primavera required.
- Ability to work in a multi-cultural business environment.
- Good interpersonal and communication skills.
ADDED ADVANTAGE
Fluent in English (speaking and writing).
