About Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global organization working toward a world where no mother, child or family is devastated by HIV and AIDS.

For more than 30 years, EGPAF has been involved in the global response to HIV and AIDS, with a focus on meeting urgent needs in pediatric HIV and supporting communities in some of the world’s most affected regions.

EGPAF began supporting HIV and AIDS programming in Tanzania in 2003 and established its country office in 2004. In collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children and the President’s Office – Regional Administration and Local Government, EGPAF has expanded its work to support quality, comprehensive and integrated HIV, GBV, TB and family planning services in supported regions.

Job Summary

The Senior Manager – Health Information Systems (SM HIS) works under the leadership of the Research, Monitoring, Evaluation and Learning Director to ensure that the data management system captures all program data elements required for effective monitoring, evaluation and reporting of Foundation programs.

The Senior Manager will provide leadership, management and mentorship to Country Office and Field Office HIS Officers and collaborate with Monitoring and Evaluation Managers and Officers, Senior Technical Advisors in cross-cutting SIE functions and projects.

The position will directly manage the Data Visualization Officer and serve as a technical advisor to field HIS officers responsible for monitoring, reporting and producing reporting deliverables, including responses to ad hoc data queries and requests.

The ideal candidate will have strong staff and project management skills, together with expertise in data management, data verification and analysis, to ensure reported data are accurate, complete, well organized and submitted within established timelines.

The successful candidate is also expected to develop a strong understanding of Foundation program goals, indicators and implementation strategies across program areas and contribute as a senior member of the Country Foundation technical team.

Essential Duties and Responsibilities

Health Information Systems and Informatics

• Lead and provide technical oversight for the implementation and optimization of health information systems supporting HIV and TB programs.
• Strengthen the integration and interoperability of HIV and TB data systems to enable timely access to complete, accurate and actionable information.
• Provide technical support on the use, configuration and optimization of relevant electronic health information systems, including facility-, council-, regional- and national-level platforms.
• Assess information system workflows and identify opportunities to improve data capture, processing, reporting and utilization.
• Support the development and implementation of standardized digital tools, reporting workflows and information management processes.
• Ensure alignment of program information systems with national health information architecture, standards and reporting requirements.

Data Management and Quality

• Establish and strengthen systems for routine data quality assurance, validation, reconciliation and data cleaning across HIV and TB information systems.
• Support triangulation of data from different sources to identify inconsistencies, data gaps, duplication and reporting errors.
• Develop automated or standardized data quality checks and support teams to address identified discrepancies.
• Strengthen data management processes from client-level data capture through aggregation, reporting, analysis and feedback.
• Support appropriate management, security, confidentiality and controlled access to client-level and program data.
• Ensure availability of accurate and timely datasets for program monitoring, performance analysis and decision-making.

Data Integration and Interoperability

• Support integration and interoperability between relevant HIV and TB information systems, databases and reporting platforms.
• Map data flows between facility-level systems and national reporting platforms to identify bottlenecks and opportunities for improvement.
• Promote the use of standardized data definitions, indicators, coding structures and reporting formats.
• Support the development and maintenance of data dictionaries, metadata, indicator reference sheets and standard operating procedures.
• Collaborate with government and technical partners to address system-level challenges affecting data exchange and interoperability.

Data Analytics and Visualization

• Lead the development and maintenance of interactive dashboards, scorecards and data visualization products for HIV and TB program monitoring.
• Transform routine program data into actionable information for technical teams, program management and government stakeholders.
• Conduct advanced analysis to identify trends, performance gaps, geographic variations and populations requiring targeted interventions.
• Support the development of automated reporting and visualization solutions to reduce manual data processing and improve timeliness.
• Provide analytical support for HIV and TB cascade analysis, treatment outcomes, service utilization and other priority program indicators.
• Present complex data in clear and user-friendly formats to facilitate evidence-based decision-making.

Technical Assistance and Capacity Building

• Provide technical assistance, coaching and mentorship to health information, M&E, data and program teams at regional, council and facility levels.
• Build the capacity of users on data systems, data management, data quality, visualization and data interpretation.
• Develop user guides, job aids, SOPs and training materials for relevant information systems and informatics processes.
• Provide troubleshooting and technical support for system-related challenges affecting HIV and TB reporting and data use.
• Promote sustainable capacity within government structures to manage and utilize health information systems.

Qualifications

Required Qualifications

• Master’s degree in Epidemiology, Public Health, Biostatistics, Computer Science or a related field; OR
• A first degree with commensurate experience demonstrating working knowledge and competencies equivalent to Master’s-level training.
• At least five (5) years of work experience in monitoring and evaluation, including experience with M&E tool development at field and reporting levels, DHIS, data capture and data management programs such as Excel, Access and Power BI.

Knowledge, Skills and Abilities

• Previous experience in HIV program monitoring and reporting, including indicator and systems knowledge; preferably under US Government (PEPFAR) funding.
• Experience in managing and supervising people.
• High level of computer literacy, including proficiency in Microsoft Office packages.
• Experience with data management and visualization software such as Excel, Access, Power BI and Tableau.
• Ability to code in SQL or a similar language is an advantage.
• Experience or proficiency in statistical analysis software such as STATA or R is an advantage.
• Excellent oral and written communication skills in English and Kiswahili.
• Strong critical thinking and problem-solving skills.
