The SAQ Specialist is responsible for managing end-to-end site acquisition and permitting activities for telecom network rollout projects, ensuring that all required approvals, licenses, right of way (RoW), and regulatory permissions are obtained in line with contractual obligations, project timelines, quality standards, and local regulations
Responsibilities
- The Site Acquisition & Permitting Specialist ensures site acquisition activities meet customer and Nokia requirements and are in scope of contractual obligations, timeline, and required quality.
- Leads permitting processes with local authorities and prepares rollout schedule based on realistic lead times.
- Supports the design and implementation of corrective actions, if needed.
- Drives the development of the plans.
- Manages the activities according to project plan, quality, costs and deployment processes.
- Leads permitting processes with local authorities and customer (model site drawings, lease fee frames and approval process, etc).
- Ensures all local issues are solved and standards and guidelines are followed.
- Ensures documents control and storage system are set up and updated.
- Verifies deployment management relies on fact-based and verified schedules and forecasts.
- Collects actual services delivery performance information and determine the causes to any perceived deviation.
- Collects information to provide latest estimates to completion.
- Organises training and provides support to the local service suppliers as required.
- Follows up and reports the work progress-related to time schedule and quality and escalates the deviations.
- Monitors and controls services delivery against quality processes and operational KPIs.
- Follows up service supplier performance
Requirements
- Bachelor’s degree in Telecommunications, Engineering, Urban Planning, Real Estate, Law, or related field with 3–6 years of experience in site acquisition, permitting, or telecom rollout projects.
- Proven experience in managing site acquisition activities and permitting processes for telecom infrastructure projects in compliance with contractual obligations, timelines, and quality standards.
- Strong experience in coordinating and leading permit approvals with local authorities and customers, including site drawings, lease agreements, and regulatory submissions.
- Ability to develop and manage realistic rollout schedules based on permitting lead times and project requirements.
- Experience in ensuring deployment plans, schedules, and forecasts are fact-based and regularly updated, including tracking deviations and providing updated estimates to completion (ETC).
- Strong capability in project execution monitoring, ensuring alignment with project plans, cost control, and quality standards.
- Experience in managing documentation control systems, ensuring proper storage, tracking, and version control of site acquisition documents.
