Overall, Job Summary
The Research, Evaluation and Resource Mobilization Technical Advisor will play a pivotal role in leading and guiding the research, evaluation, and resource mobilization activities within THPS. This will encompass overseeing and leading high-quality research and program evaluations, ensuring methodology rigor, ethical compliance, and alignment with national and donor priorities.
The Technical Advisor (TA) will develop evaluation concepts, proposals, and protocols, aimed at identifying improved technical assistance approaches, service delivery models, and patient outcomes. This role also entails resource mobilization efforts by identifying funding opportunities including research and evaluation grants and consultancies relevant to THPS mission; leading proposal development and building strategic partnerships and collaborations with the government through ministries and agencies, development partners, academic/research institutions, and other implementing partners and facilitate formal partnerships for complementarity. Resource mobilization activities including identification and coordination of responses to different funding opportunities will be guided by THPS Executive team.
Collaborating closely with the Technical and Strategic Information (SI) teams, the advisor will contribute to the generation of robust evidence aimed at enhancing the effective delivery of high-quality programs within all projects implemented by THPS. To facilitate internal program optimization evaluations, the advisor will collaborate closely with technical program team members. An important facet of the role will be the contribution to capacity-building efforts among THPS technical in advanced data analytics and data interpretation. Additionally, the TA will work in partnership with the Government of Tanzania (GoT) and donors to develop concepts and analysis plans, build capacity through cooperation with GoT counterparts, and take a leadership or facilitative role in data analysis and the dissemination of findings, both locally and internationally including conferences, abstracts, and manuscripts.
Specific Roles and Responsibilities:
1.Research
- Lead the design, development, and implementation of operational, implementation, and epidemiological research aligned with THPS priorities.
- Develop and review research protocols, tools, and data collection systems ensuring scientific rigor and ethical compliance (including IRB processes).
- Guide advanced data analysis (quantitative and qualitative) and interpretation of findings.
- Lead and mentor staff in development of scientific outputs including abstracts, manuscripts, conference presentations, and policy briefs.
- Promote a culture of research utilization to inform program improvement and policy.
- Establish and maintain collaborations with academic and research institutions locally and internationally.
- Ensure compliance with national research regulations (e.g., NIMR) and donor requirements.
2.Evaluation
- Provide technical leadership in the design and implementation of program evaluations, including baseline, midline and endline evaluations for programs, strategic plans etc.
- Develop evaluation frameworks, methodologies, sampling strategies, and indicators aligned with national and donor guidelines.
- Oversee development of data collection tools, digital systems, and quality assurance processes.
- Coordinate and supervise evaluation consultants and partners.
- Ensure data quality through validation, cleaning, and robust analysis approaches.
- Translate evaluation findings into actionable recommendations for program improvement.
- Support integration of monitoring, evaluation, and learning (MEL) systems across THPS programs.
- Strengthen internal capacity in data use, analytics, and interpretation among technical staff.
3.Resource Mobilization

- lead organizational strategies for sustainable funding and growth.
- Maintain a pipeline of funding opportunities and track submission timelines and outcomes.
4.Cross-Cutting Functions
- Strengthen collaboration with the government and its agencies and align activities with national priorities.
- Support dissemination of findings from THPS research and program through stakeholder meetings, technical working groups, conferences, and publications.
- Build capacity of THPS staff and partners in research methods, evaluation, and data use.
- Uphold data governance, confidentiality, and ethical standards.
- Provide technical support to students, interns and residents attached to THPS for field placements, including co-supervision of research projects, mentorship, and engagement in relevant program activities.
- Fulfill any other assignments as directed.
Qualifications, Experiences and Skills required:
Educational Requirement: A doctoral-level qualification (PhD) in public health, epidemiology, or biostatistics, or a related field from an accredited university, OR a Doctor of Medicine degree or its equivalent, with a master’s in epidemiology, biostatistics, public health, or a related research field from an accredited university.
Managerial Experience:
- A minimum of 5 years of progressive experience in research, evaluation and resource mobilization in public health or development programs.
- Proven track record in:
- Proposal writing and successful grant acquisition
- Scientific writing (peer-reviewed publications preferred)
- Program evaluation design and implementation
- Experience in resources mobilization for the development programs including engagement with the private sector in Tanzania and beyond
- Strong expertise in protocol writing, study design (quantitative and qualitative), statistical analysis (Stata, R, SPSS or similar), data visualization and interpretation, field supervision, data collection, and analysis.
- Demonstrated ability to provide high-quality technical assistance, lead, and collaborate effectively within a diverse team.
- Capacity to work independently with minimal supervision, strong problem-solving skills, and adaptability to develop innovative solutions to complex issues.
- Flexibility to work beyond regular working hours and on weekends when necessary.
- Exceptional written and verbal communication skills, with fluency in both English and Kiswahili.
