JOB DETAILS:
The service holder shall be responsible for training of more than 150 local staff for future EACOP Production and Maintenance team positions both for pipeline or terminal operations and maintenance activities. Survey, assess, develop, and implement from ground zero a comprehensive and sustainable Training Management System for EACOP Field Operations. Ensure that all training is undertaken in line with EACOP HSE policy and in close co-ordination with HR. Develop a comprehensive Competency Management System to ensure that the training and competency of all personnel is followed and tracked, with a plan implemented to ensure the required skill level at asset Start-up Phase. Ensure that the Training Contractor(s) perform their activities in accordance with the contract, meet the required quality standards in line with EACOP expectations, statutory and legislative requirements. Accountable for cost management of the training program put in place during the project phase. Prepare a Quarterly Report confirming the status of all activities undertaken by the project relating to training and competency development, highlighting any areas of concern.

Activities
• Responsible to put in place a comprehensive Training system and organization that provides the EACOP project with competent Nationals in domains of Operation, Maintenance, HSE and Logistics.
• Develop a comprehensive curriculum that covers the needs for facilities, equipment, training staff and Trainee’s development follow-up.
• Define and ad hoc Student Management System and ensure its proper implementation within the different stakeholders of the program.
• Manages all interfaces with Training Centers (inside or outside Tanzania or Uganda), Ministry of Education and Government bodies linked to Technical Training, Project Contractors, Vendors and other external parties involved in the Training program in or outside country
• Manage all interfaces with EACOP project for the purpose of Training and develop synergies with Tilenga project.
• Liaise with EACOP Human Resources department on training aspects and assist them on the technical input required to the recruitment process including input to Job Descriptions/profiles, shortlisting criteria, and interview execution.
• Take accountability and be responsible for the training budget for the project phase and monitor effectively spent.
• Advise Management and Local Content development entity and provide support and guidance in the field of Education
• Implement a global Plan to monitor progress and identify schedule constraints, critical path and take action to maintain the schedule and mobilization of candidates.
• Implement an audit schedule for the training program.
• Develop Key Performance Indicators (KPIs) for the Training Program, and put in place key competency assessment program
• Engage with equipment suppliers to agree technical training courses to be given prior to start-up to enhance the technical knowledge of personnel as well as potential support through equipment providing to Training Centers.
• Develop the necessary process to have the Program accredited nationally and or internationally by the relevant awarding bodies (i.e.: OPITO, SVQ, SQA…) and ensure the training program aligns with EACOP Standards.
• Propose a way-forward in terms of Training to cover future operational needs such as Control room Operators, technicians, Supervisors, Competency evaluation and Skills development.
• Work closely with the Communication entity to make sure EACOP image benefits from the visibility of its Training

Qualification and experience required
• Qualification: Engineering degree or equivalent qualification.
• Languages: English proficiency required, Swahili is an advantage
• Professional Experience: Minimum 15 years’ experience in operations including training activities, with a minimum of 3 years in a Managerial role or technical background.
• Experience within project: Strong knowledge of the principles related to the training and competency assessment.
• Ability to work independently.
• Previous experience in managing complex relationship with Governmental bodies and implementing Training Management System from ground is a clear advantage.
• Demonstrate a rigorous and methodical approach to activities whilst showing a common sense approach. Have a proven sense of responsibility, good interpersonal skills and demonstrate a natural, flexible manner of authority
