Job Summary

Reporting to the Project Manager, the Project Officer supports the implementation, coordination, and performance management of Raising The Village (RTV) programs in Tanzania. Working closely with district technical teams, officials, Project Assistants, and community-level actors, the role ensures activities are delivered in line with approved project designs, workplans, MoUs, and RTV technical standards.

The Project Officer serves as the primary point of support for resolving field-level implementation challenges, ensuring follow-through on agreed actions, and acting as the main liaison with district technical teams to co-design and operationalize government-led implementation plans, focuses on strengthening the capacity of government extension staff and community agents through structured coaching and Training-of-Trainers (ToT) cascades, assuring technical quality without direct execution, reinforcing government-compatible delivery systems, and strengthening accountability and data use.

The Project Officer also documents implementation learnings to inform adaptive management, continuous improvement, and scale decisions.

Roles and Responsibilities

  1. Project Management
    1. Ensure government officials’ and Project Assistants’ workplans align with approved project designs and are implemented accordingly
    2. Support ongoing management of workplans across assigned clusters
    3. Escalate issues requiring additional guidance or support to the Project Manager
    4. Conduct a minimum of three (3) field visits per week to oversee, verify, and support implementation activities
    5. Support the Project Manager with workload management and co-implementation of assigned initiatives
  2. Government-Led Implementation Oversight
    1. Support district, ward, and village officials to execute RTV-aligned training, coaching, and follow-up activities in line with agreed Terms of Reference
    2. Verify that government-led frontline delivery adheres to RTV technical standards and protocols
    3. Serve as the first point of escalation for execution challenges in government-led clusters
    4. Support operationalization of MOUs and role clarity at district and ward levels
  3. Reporting and Coordination
    1. Review field reports, workplans, and action plans for quality, completeness, and timeliness
    2. Identify implementation risks and propose practical mitigation measures
    3. Contribute accurate and timely inputs to weekly, monthly, and donor reports
    4. Document lessons learned and participate in learning reviews, after-action reviews, and reflection sessions
  4. Supervision, Coaching & Team Leadership
    1. Conduct weekly cluster review meetings and provide structured feedback and coaching
    2. Provide day-to-day guidance to Project Assistants and government extension workers
    3. Support staff performance management, including quarterly, mid-term, and annual reviews
    4. Facilitate refresher training on RTV methodologies and implementation standards
    5. Provide mentorship and coaching to Project Assistants, district technical teams, and colleagues as required
  5. Administration and Compliance
    1. Support the Project Manager with project-specific administrative tasks as required
    2. Ensure compliance with RTV policies, safeguarding standards, and code of conduct
    3. Support information sharing for donor reporting and internal coordination
    4. Approve leave requests and field movements in coordination with the Project Manager

Note: Additional duties may be assigned by the direct supervisor or management.

Required Qualifications

Technical and Interpersonal skills

  • Strong verbal and written English and Kiswahili; knowledge of local dialects (Kinyambo and Kihaya)is an advantage
  • Strong problem-solving and decision-making skills under pressure
  • Proficiency in Microsoft Word and Excel
  • Strong organizational, facilitation, and leadership skills with attention to detail
  • Ability to manage multiple tasks in dynamic environments
  • Strong interpersonal skills and the ability to work effectively in teams
  • High integrity, reliability, and strong work ethic
  • Positive attitude in fast-paced and challenging field settings
  • Physically able to work in rural and high-terrain environments
  • Willingness to travel up to 80% of the time
  • Ability to ride a motorbike

Education and Experience

  • University Degree in Community Development, Project Management, Project Planning, Development, Development Studies, Social Work, and Social Administration, or related fields
  • A minimum of three (3) years of work experience in community development programs, project management, facilitation, and leaderships or related field
  • Proven experience working at village or community level
