Job Purpose

Responsible for evaluating suppliers, products, and services, negotiating purchase terms and contracts, and ensuring that approved purchases are cost-efficient and of high quality. This excludes the main business assets (panels, lanterns, torches, etc) manufactured abroad and imported. Play a crucial role in developing and maintaining good relationships with vendors and distributors. The role covers the procurement of services and goods to WASSHA in all the regions.

3. Main Responsibilities of the Job

Managerial Responsibilities:

  • N/A

Functional Responsibilities:

  • Assisting to develop and maintain various procurement plans and strategies and planning the whole procurement activities.
  • Establishing a rigorous, accountable, and transparent procurement processes as per the approved procurement guideline.
  • Compliant with the Tanzania Operations on Procurement Management and local law.
  • To procure locally sourced items approved by the department leaders.
  • Making sure to meet internal customer’s demand within agreed timeline.
  • Processing and follow thorough signing of purchase/service contracts.
  • Safe keeping of all the procurement related record.
  • Compile procurement reports – procurement plan tracking, spend analysis, supplier performance evaluation, etc.
  • Carry out activities to mitigate risk related to procurement as per the risk analysis conducted.
  • Guiding and ensuring the procurement activities in the regions are done according to the guideline.
  • Coordinate the timely processing and payment of all supplier payments, and other transactions with accounts.
  • Perform other tasks as may be assigned by the supervisor.
  • Create and maintain relationships with vendors/suppliers.
  • Estimate and establish budgets for purchases.
  • Maintain purchase records and other important data.
  • Negotiate pricing and supply contracts.
  • Develop plans for purchasing services, and supplies.
  • Ensure that the products and supplies meet quality standards.
  • Maintain and update a list of suppliers.
  • Any other duties assigned by a supervisor.

4. Minimum Requirement

A) Academic and Professional Qualification:

  • Bachelor Degree in Procurement, Supply Chain Management, or relevant field.

B) Experience:

  • 1-year relevant working experience in a reputable organization.

5. Working Relationships

A) Internal Customers:

  • Corporate Manager and General Manager
  • Procurement and Administration Team Leader
  • All the requesting staff, team leaders, and managers
  • Accounting Department

B) External Customers:

  • All the suppliers of the goods and services
  • Relevant government authorities

6. Competencies

A) Technical:

  • Knowledge of Procurement, supply chain management, and transportation.

B) Functional:

  • Proficiency in Microsoft Office and purchasing software.
  • Communication skills.
  • Organization skills.
  • Time Management.
  • Computer literacy and office suite knowledge.
  • Excellent Team Player.

C) Behavioral:

  • Highest level of integrity.
  • Flexibility and adaptability.
  • Accountability and Transparency.
