Job Purpose

The role is responsible for establishing, leading, and continuously improving CRDB Bank's enterprise Master Data Management (MDM), Reference Data Management, Metadata Management, Data Catalog, and Data Lineage capabilities. The role owns the strategy, operating model, standards, service delivery, and functional roadmap for these capabilities, ensuring alignment with the Bank's Data Strategy, Data Governance Framework, and Data Management initiatives under the direction of the Senior Manager, Data Management & Governance. The role enables trusted and authoritative master data, standardized business definitions, discoverable data assets, and end-to-end data traceability across the enterprise. The position works closely with Domain Data Owners, Data Stewards, ICT teams, Risk, Compliance, Audit, and business stakeholders to ensure that critical data assets are effectively governed, understood, and leveraged to support operational excellence, regulatory compliance, analytics, and AI-driven decision making.

Principle Responsibilities

  • Own the Master Data, Reference Data, Metadata and Lineage strategy and multi-year roadmap implementation, aligned to the data management maturity implementation roadmap and Bank Data Strategy. Establish annual objectives, KPIs, budgets and balance scorecard (BSC) targets for the unit. Drive adoption of enterprise data management best practices aligned to DAMA framework.
  • Lead the implementation and operation of the enterprise Master Data Management processes and platforms. Ensure governed creation, maintenance, matching, survivorship, hierarchy management and synchronization of master data across approved domains. Establish controls for reference data creation, stewardship, distribution and lifecycle management.
  • Establish and run the enterprise metadata capability: metadata standards, the business glossary, data dictionaries, critical data element (CDE) definitions and classification tags, and an enterprise data catalogue that is current, secure and widely used.
  • Ensure end-to-end lineage for CDEs and regulatory reports is built, validated and recertified, and that impact analysis is provided for changes before go-live.
  • Develop and maintain MDM, reference data, metadata and lineage standards and procedures within the Data Governance Framework; embed them into SDLC, procurement and change management; and maintain audit trails and control evidence.
  • Operationalise master data stewardship with Domain Data Owners, Data Stewards and System Custodians: decision rights, exception queues, escalation paths and the MDM decision rights matrix; act as an escalation point for cross-domain data disputes.
  • Act as business and functional owner for the MDM hub and catalogue/lineage platforms; lead requirements, vendor evaluation, design authority, UAT and cutover; manage vendor performance and secure knowledge transfer to in-house staff.
  • Ensure master data and metadata support Bank of Tanzania KYC/AML and reporting requirements, the Personal Data Protection Act 2022 (with the DPO) and BCBS 239 good practice; own unit risks and respond to audit and regulatory findings within agreed timelines.
  • Define and monitor KPIs for master data, metadata and lineage management. Report regularly to the Senior Manager, Data Management & Governance, Data Governance Council and relevant steering committees.
  • Lead, coach and develop the unit’s specialists; set objectives, review performance, build succession and reduce vendor dependency; prepare and manage the unit’s operating and licence budget.

Qualifications Required

  • Bachelor’s degree in Computer Science, Information Systems, Information Management, Data Science, Statistics or a related field; a Master’s degree in a relevant field is an added advantage.
  • Certified Data Management Professional (CDMP, Practitioner or Master level), DCAM certification, MDM or data catalogue vendor certification, and a project or programme management certification (e.g., PRINCE2, PMP) are added advantages.
  • Minimum of 5 years of experience in Data Management, Master Data Management (MDM), Data Governance, Data Quality, Metadata Management, Data Architecture, Data Integration, Data Analytics, or a related field.
  • DAMA-DMBOK2 Reference & Master Data and Metadata Management, with strong working knowledge of Data Governance, Data Quality, Data Architecture, Data Integration and Data Security; EDM Council DCAM components and scoring, and how MDM, metadata and lineage capabilities are evidenced in maturity assessments.
  • MDM architecture styles (registry, consolidation, coexistence, centralised), entity resolution, survivorship, hierarchy management, reference data, business glossary, catalogue and lineage concepts.
  • Banking master data domains (customer/KYC, related parties, product, account, location); Bank of Tanzania regulatory reporting and KYC/AML requirements; Personal Data Protection Act 2022; BCBS 239 principles.
  • T24 core banking data structures; ISO 8000, ISO/IEC 11179 and ISO reference data standards; data warehouse and lakehouse architectures; vendor and contract management.
  • Leadership of specialist teams, including coaching, performance management and capability building; ability to turn strategy into a phased roadmap and deliver it through projects, vendors and BAU operations.
  • Hands-on understanding of MDM and catalogue/lineage platforms (e.g., Informatica, Ataccama, Reltio, Semarchy, Microsoft Purview, Collibra) sufficient to act as design authority; working SQL and data analysis skills to challenge results and validate evidence.
  • Strong stakeholder management and influence with business heads, DICT, Compliance and vendors, without relying on direct authority; clear executive communication: concise papers, dashboards and recommendations for COO, Head of Data and committee level.
