NAFGEM Tanzania is seeking enthusiastic, creative, and energetic individuals to fill vacant positions for the ACHIEVE Tanzania Project. The available positions are for MNCH and Nutrition Regional Monitoring, Evaluation and Learning Officers (ME&L Officers). There are three positions available: one in Lindi, one in Kilimanjaro, and one in Arusha.

Project overview

NAFGEM Tanzania, as a sub-awardee to Pact, implements the Adolescent and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) Project.

The primary goal of the ACHIEVE Project is to attain and sustain HIV epidemic control among:

  • Pregnant and breastfeeding women
  • Adolescents
  • Infants
  • Children

The project has recently expanded its scope to include a Maternal, Newborn, Child Health, and Nutrition (MNCHN) intervention in the following three regions:

  • Arusha
  • Kilimanjaro
  • Lindi

The intervention will be implemented in all 20 councils across the selected regions. It aims to improve maternal and child health outcomes.

To achieve this objective, NAFGEM Tanzania will work with the government to:

  • Strengthen the capacity of healthcare workers to provide comprehensive maternal and newborn care
  • Enhance selected Comprehensive Emergency Obstetric and Newborn Care facilities through the procurement of essential medical equipment
  • Build the capacity of healthcare workers to conduct nutrition assessment, counseling, and management of malnutrition among children under five years of age

MNCH and Nutrition Regional ME&L Officers – 3 positions

The positions are allocated as follows:

  • 1 position in Lindi
  • 1 position in Kilimanjaro
  • 1 position in Arusha

Contract duration

3 months: June – August 2026

Reporting to

Executive Director

Position purpose

The Maternal Newborn Child Health (MNCH) and Nutrition Monitoring, Evaluation and Learning Regional Officers (ME&L Officers) will coordinate the collection, analysis, and interpretation of data to guide project implementation and ensure the intended outcomes are achieved on time across all project sites.

The officers will ensure the quality of program data and support staff in building their capacity to improve:

  • Data collection
  • Data analysis
  • Data interpretation
  • Timely decision-making for improved maternal and child health outcomes

They will also be expected to produce and submit analytical reports to NAFGEM Tanzania and Pact technical teams as required.

The MNCH and Nutrition ME&L Officers will work closely with:

  • Regional and council health teams
  • Implementing partners
  • Health facilities

Their work will support effective execution of MNCH and nutrition activities, adherence to national guidelines, and timely reporting.

Specific roles and responsibilities

The MNCHN ME&L Regional Officer will perform the following roles and responsibilities:

  • Support the implementation and oversight of ACHIEVE MNCH and Nutrition monitoring and evaluation activities in the region.
  • Contribute to the development of workplans and indicator frameworks.
  • Support data management and reporting activities.
  • Conduct data analysis, visualization, and data use to assess monthly trends.
  • Engage program, clinical, and technical staff in analyzing data and understanding its implications for programming.
  • Generate and contribute to quarterly reports and other reports as needed.
  • Facilitate communication on programs with the Pact MER Unit.
  • Coordinate the production of data and ensure it is shared with the regional program and technical teams for reporting purposes.
  • Build the capacity of HMIS Coordinators, RCHSCos, DRCHCos, and other relevant personnel in the region to ensure quality:
    • Data collection
    • Data quality assessment
    • Data analysis
    • Data visualization and use
    • Data management
    • Reporting of RMNCH and Nutrition data
  • Work with HMIS Coordinators to ensure periodic data quality assessments for RMNCH and Nutrition data are properly conducted and documented.
  • Collaborate with HMIS Coordinators to develop monitoring and evaluation capacity at regional, district, and facility levels.
  • Strengthen the capacity of teams to use DHIS2 for data visualization.
  • Collaborate with R/CHMTs to facilitate and conduct quarterly data review meetings and data quality assurance activities in the region.

Preferred qualifications

Applicants should have the following qualifications and experience:

  • University degree in public health, sociology, demography, statistics, or other social science areas.
  • Strong knowledge and skills in data quality assessment, data analysis, visualization, and data use.
  • 2 to 3 years of experience supporting technical or programmatic activities in RMNCH and Nutrition.
  • Experience working in a health facility setting is an added advantage.
  • Experience as a trainer.
  • Proficiency in MS Excel.
  • Experience with DHIS2 is preferred.
  • Experience with other software is an added advantage.
  • Excellent written, oral, and presentation skills in English and Kiswahili.
  • Excellent people and partnership skills.
  • Ability to work collaboratively as a team player.
  • Leadership skills.
  • Availability and willingness to travel in the field up to 50% of the time.
