Responsibilities
Category A Consultant: Task to be taken under this contract: The consultant will have the responsibility to provide technical guidance and implementation of a nature-based community-level mitigation initiative to enhance the climate resilience of vulnerable flood-affected households and communities, through a gender-sensitive approach in the communes of Uvinza District Council. This includes:
- Feasibility assessment: Conduct a detailed feasibility assessment of the selected initiatives, considering factors such as ecological factors, community engagement, and local resource availability, such as land and water, and evaluate the potential co-benefits, including ecosystem services, livelihood opportunities, and gender empowerment.
- Implementation plan: Develop a comprehensive implementation plan for the selected nature- based community-level mitigation initiative, outlining key steps, timelines, and resource requirements, and incorporate gender-sensitive approaches and strategies into the implementation plan.
- Capacity building: Identify capacity-building needs within the communities to ensure their active participation and ownership in the middle- and long-term, and develop training programs and materials that address these needs, with the integration of gender needs.
- Assess the economic benefit from community participation in the implementation of the initiative. Through the application of the cash for work principle, the assessment should include the information disaggregated by gender and population group who have earned income by
participating in the implementation of the selected nature-based community-level mitigation initiative.
- Monitoring and evaluation: Design a robust monitoring and evaluation framework to track the progress and impacts of the initiatives and include gender-sensitive indicators to assess the differential impact on women, youth, girls and boys.
- Documentation and reporting: Develop comprehensive reports, including findings, recommendations and an action plan for the implementation of the identified nature-based community-level mitigation initiative.
Performance indicators for the evaluation of results:
- Feasibility assessment report of fishery and tree planting activities as the main prioritized nature-based community-level mitigation initiatives with gender considerations.
- Capacity-building materials and training program for community members to participate in the implementation of the initiatives.
- Assessment report on the economic benefit from community participation in the implementation of the initiative.
- Monitoring and evaluation framework with gender-sensitive indicators.
- Final consultancy report summarizing findings and recommendations.
Qualifications
Education
- A minimum of a master’s degree in agronomy, environment, climate change, natural resources management, or a related field from an accredited academy with three years of relevant experience
- Bachelor’s degree with five years of relevant experience in agronomy, and mitigation/climate adaptation projects.
Experience
- A thorough understanding of issues pertaining to Disaster Risk Reduction and Management, and Climate Change Adaptation.
- Experience in participative approaches and community mobilization, especially in Risk Reduction and Management projects.
- Experience in working with communities, associations, and NGOs.
- Experience in engaging with relevant governmental and non-governmental institutions, as well as previous experience working in an international organization or UN agency.
- Experience in the supervision of Cash for Work activities.
