Job Overview and Purpose
Reporting to the Human Resources Director, the Human Resources Support Administrator will provide short-term HR and administrative support, with a primary focus on recruitment, onboarding, and employee records management.
The successful candidate will support the recruitment and onboarding of a significant number of new project staff. This will involve working closely with the HR team and hiring managers to coordinate recruitment activities, maintain accurate documentation and recruitment trackers, and ensure a positive experience for candidates and newly hired employees.
The position will also ensure that human resources processes comply with Jhpiego policies and procedures and applicable Tanzanian labour laws.
Key Responsibilities
1. Recruitment and Onboarding
- Support candidate longlisting and screening, and coordinate communication with shortlisted candidates regarding interviews and subsequent steps.
- Coordinate interview scheduling, interview materials, and the development and finalization of interview questions with hiring managers.
- Coordinate reference checks, background checks, and security checks for selected candidates in accordance with Jhpiego requirements.
- Prepare and maintain all required interview and recruitment documentation for each position.
- Prepare offer letters and employment contracts for selected candidates and ensure timely communication and follow-up.
- Ensure unsuccessful candidates receive timely communication regarding recruitment outcomes.
- Coordinate the onboarding and orientation of new employees, including documentation, administrative arrangements, and logistics.
- Maintain the master recruitment tracker and provide regular recruitment status updates to the Start-Up Team, HR Director, and Country Director.
- Participate in ongoing project start-up meetings and provide recruitment updates.
2. Employee Records and HR Administration
- Ensure recruitment and employee documentation is complete, accurate, properly filed, and securely maintained in both electronic and hard-copy personnel files in accordance with Jhpiego standards.
- Ensure final job descriptions are shared with new employees, signed, and appropriately stored in SharePoint and personnel files.
- Follow up with employees and managers to ensure timely submission of documentation required for recruitment, onboarding, orientation, insurance, staff development, employee transitions, and exit processes.
- Provide general administrative support to the HR team to facilitate the efficient delivery of human resources services during project start-up.
3. General Support
- Perform other HR and administrative duties as assigned according to organizational and project start-up needs.
- Collaborate with the HR team and other departments to support efficient recruitment and onboarding processes.
- Contribute to an open, professional, transparent, and learning-oriented organizational culture.
- Ensure compliance with Jhpiego policies, procedures, confidentiality requirements, and applicable Tanzanian labour laws.
Required Qualifications and Experience
- A bachelor’s degree or advanced diploma in Human Resources, Law, or Business Administration.
- Practical experience in Human Capital Management.
- A minimum of 2–3 years of post-qualification experience in a human resources management position.
- Computer literacy.
Preferred Qualifications and Skills
- Strong written and oral communication skills.
- Excellent interpersonal skills and the ability to interact effectively with employees at all levels.
- Good computer literacy and proficiency in Microsoft Office applications and other Microsoft products.
