Maternity Africa is a Christian-based, charitable, non-governmental organization registered in Tanzania. The organization is devoted to making childbirth safe by providing access to good maternity services and treatment of obstetric fistulae and other birth-related injuries. Maternity Africa serves the poorest and most vulnerable women by providing free, quality reproductive health care. All programmes are developed to have a positive impact on the health and wellbeing of mothers and children by minimizing maternal and neonatal morbidity and mortality. Maternity Africa is committed to its mission of making childbirth safe and demonstrating the love and compassion of Christ to all, regardless of race, religion, or ethnicity.

Maternity Africa is seeking to appoint a highly motivated, passionate, and results-oriented individual to serve as Health Secretary / Human Resources Manager. The successful candidate will be responsible for managing and overseeing Human Resources management at Maternity Africa, based at Kivulini Maternity Centre in Arusha. This role requires a professional with strong technical knowledge in Human Resources, proven leadership and management experience in health care institutions, and the ability to lead and manage the implementation of the organization’s Human Resources strategic plan. The Health Secretary / Human Resources Manager will oversee more than 85 staff, with possible growth in staff numbers following the expansion of the organization. The role will also involve handling immigration and labour law technicalities relating to a small team of international volunteers. The position reports to the Country Director and is accountable for delivering the organization’s Human Resources strategic direction and goals.

Implementation of Tanzania labour and immigration laws, disputes, and disciplinary issues

  • Provide guidance, translation, advice, and implementation support in line with Tanzania labour and immigration laws.
  • Handle and resolve conflicts, disputes, and disciplinary issues comprehensively and legally.
  • Advise and guide management on international volunteer compliance.
  • Manage employee relations and employment matters.
  • Support management in handling any labour court matters.

Human resource records management and reporting

  • Prepare periodic reports for departmental use, line managers, management, and the board of directors.
  • Provide reports as necessary or requested.
  • Track Human Resources trends and metrics for appropriate planning and strategic goal accomplishment.

Management of human resources information system

  • Ensure the Human Resources database system is accurately updated and used in a timely and confidential manner.
  • Set up new starters in the system.
  • Process employee exits for leavers.
  • Amend personal details.
  • Update contract information.
  • Input performance ratings.
  • Update training information.
  • Record staff absence.

Performance management

  • Develop effective and defensible performance evaluation tools and systems.
  • Work closely with line managers to track employee performance.
  • Provide feedback and support individual skills and career development.
  • Conduct regular skills gap analysis.
  • Plan and acquire necessary training based on identified gaps.

Compensation and benefits

  • Design and model reward structures aligned with good practice compensation modalities and organizational sustainability.
  • Implement the organization’s reward strategy.
  • Provide administrative support to the payroll function.

Training and mentorship

  • Facilitate learning initiatives.
  • Conduct regular training on organizational culture, values, policies, labour laws, and professional conduct.

Key qualifications, specifications, and experience

The ideal candidate should have:

  • Master’s Degree in Health Service Administration, Human Resources Management, or Public Administration.
  • Professional certification in Human Resources, which will be highly regarded, such as: Certificate in Human Resources Management (CHRM), Certified Human Resource Professional (CHRP)
  • Relevant training in management and administration in health institutions, which is a prerequisite.
  • At least 10 years of hands-on Health Service Administration, management, and leadership experience in hospital or health centre contexts.
  • Administration experience at middle to senior levels.
  • Willingness and ability to focus on realizing Maternity Africa’s strategic priorities.
  • Experience working in donor-funded projects, which will be an added advantage.
