The HSE Methods & Reporting Lead is responsible for supporting the Health & Safety Manager in developing, implementing, and continuously improving the Health, Safety, and Environment (HSE) Management System for the East African Crude Oil Pipeline (EACOP) project. The role ensures that HSE procedures, reporting systems, contractor management processes, emergency preparedness plans, and safety engineering documentation comply with the EACOP Integrated Management System (EIMS) and industry best practices.
Reporting within the HSE function, the successful candidate will lead HSE reporting, risk management, contractor HSE oversight, incident management, training, and safety culture initiatives. The position plays a critical role in promoting operational excellence, regulatory compliance, continuous improvement, and a proactive safety culture across project teams and contractors.
Responsibilities or duties
- Update and develop HSE Management System procedures, reporting processes, contractor management procedures, emergency preparedness plans, and safety engineering documentation
- Develop facility safety operating procedures in collaboration with operations and technical disciplines
- Implement company Health, Safety, and Environment policies, standards, guidelines, and management system requirements
- Participate in HSE Committee meetings and Safety Quality Meetings (SQM)
- Ensure contractor HSE management complies with the EACOP Integrated Management System (EIMS), including contractor prequalification, evaluations, and audits
- Assess contractor HSE Management Systems during tender evaluations and identify operational hazards before work begins
- Maintain regular engagement with contractors to improve HSE performance based on audit findings and recommendations
- Serve as custodian of incident, accident, anomaly reporting, investigations, and analysis processes
- Promote a strong lessons-learned culture by communicating Return on Experience (REx) across project teams
- Ensure occupational health and industrial hygiene requirements are incorporated into the HSE Management System
- Ensure environmental management requirements are fully integrated into HSE processes and procedures
- Promote effective utilization of MyCompliance and Borealis systems for tracking incidents, anomalies, audits, inspections, and environmental monitoring activities
- Maintain risk assessment registers and hazard identification and review systems
- Review HSE reports, risk assessments, and safety analyses to strengthen awareness and continuous improvement
- Ensure HSE information is regularly updated and accessible through company digital management systems
- Support Design Safety Assurance (DSA) activities in coordination with the Operations Safety Lead
- Implement the company’s HSE Culture Programme across EACOP teams and project operations
- Develop and deliver HSE training programmes, awareness sessions, and competency development initiatives
- Organize and promote HSE communication campaigns, including World Safety Day and World Environment Day activities
- Ensure HSE training is delivered in accordance with the EACOP Training Matrix
- Assist in developing annual HSE plans, objectives, performance targets, and improvement programmes
- Perform other HSE-related duties assigned by management
Qualifications or requirements
- Bachelor’s degree in Health, Safety and Environment (HSE), Engineering, or another related technical discipline such as Mechanical Engineering
- Strong expertise in HSE management systems, methods, and operational safety practices
- Knowledge of contractor HSE management, tender evaluations, and contractor performance monitoring
- Strong understanding of occupational health, industrial hygiene, and environmental management systems
- Knowledge of emergency preparedness and response planning
- Proficiency in Microsoft Office productivity tools, including Power BI and Microsoft 365 Copilot
- Excellent organizational, analytical, and problem-solving skills
- Strong presentation, facilitation, and report-writing abilities
- Excellent interpersonal and communication skills
- Ability to work independently and effectively within multidisciplinary teams
- Proactive, analytical, and continuous improvement mindset
- Strong commitment to Health, Safety, Environment, and operational excellence
Experience needed
- Minimum of ten (10) years of experience in the upstream oil and gas industry
- At least five (5) years of experience in Health, Safety, and Environment management roles
- Experience developing HSE procedures, reporting systems, and safety management documentation
- Experience in incident investigation, root cause analysis, and lessons-learned programmes
- Experience conducting risk assessments, hazard identification, and safety reviews
